So What Is It?
H.A.A.R.P. is a scientific research facility, located near Gakona, in the remote Alaskan outback and is a joint Navy and Air Force project. This facility is used to study the earth's Ionosphere, the electrically-charged belt surrounding our planet's upper atmosphere, ranging between 40 to 60 miles from its surface. More specifically, H.A.A.R.P. is a controversial high frequency radio transmitter, or "ionospheric heater". The military intends to use this billion-watt pulsed radio beam in our upper atmosphere, which will create extremely low frequency waves, or ELF waves. This technology will enhance communications with submarines and will allow us to "see" into the Earth, detecting anything from oil reserves to hidden underground military targets. H.A.A.R.P.'s roots can be traced back to work of Nikola Tesla, a Yugoslavian scientist, who's achievements include the Tesla Coil or "magnifying transmitter" which is still used in televisions and radio today

Born exactly at midnight on July 9-10, 1856, in Serbia Tesla's was to be a life of dichotomy: poet/scientist, magician/engineer, visionary/pragmatist, pacifist/weapon designer. Today his name evinces either a blank stare or a gaze of wonder.
Tesla arrived in New York in 1884 with training from the University of Prague, as well as a fascination with electricity. He first went to work with Thomas Edison, but a dispute grew between the to which would remain a source of rivalry for the rest of their lives. Edison favored Direct Current (DC), while Tesla, who had been working out the plans for a generator for years, believed in the more economic Alternating Current (AC). This rift sent Tesla to Edison's rival, George Westinghouse, who was to buy the rights to many of Tesla's inventions. In this and many other business associations, Tesla the inventor was far more successful than Tesla the businessman.
Tesla was to experiment with lightning, power generating systems, and electrical transmission systems. Wireless radio, which history books assign to Marconi, was actually Tesla's concept, as were RADAR and florescent lighting. His Tesla Coil is perhaps a symbol of one of his major goals: the cheap and safe wireless transmission of electrical power. Even in the electromagnetic weapons, which he patented earlier this century, is the desire not to destroy, but to serve humanity by maintaining order. Tesla was, above all, a lover of humanity until his death in 1942
Technical Aspects
The HAARP Ionospheric Research Observatory will be a major Artic Facility for conducting atmospheric research. The facility will consist of two essential parts:

A high power transmitter and antenna array operating in the high frequency (HF) range. When complete, the transmitter will be capable of producing up to 3.6 million Watts to an antenna system consisting of 180 crossed dipole antennas arranged as a rectangular, plannar array.

A complete and extensive set of scientific instruments for observation of both the background auroral ionosphere and of the effects produced during active research using the transmitter system. Output from these instruments will be combined into an integrate data package which will be available worldwide in near real time over the Internet.

Using HAARP, the military can focus a billion-watt pulsed radio beam into our upper atmosphere, ostensibly for ionospheric research. About the producer & director
Producer: Paula Randol-Smith
Becoming, at age 10, the second female personal page in the history of the Texas State House of Representatives was only the first of Paula Randol-Smith's accomplishments. An award-winning theatrical producer and actress, Paula has spent the last twenty-either years in professional theater. She has also worked in both television and film as an actress and in production. Her credits include over 200 theatrical productions, 60 of them world premieres or new works, many of which she created or produced. She has worked on the production end of such films as: Lonesome Dove, Finnegan Began Again, Pow Wow Highway, Frances, and nearly two dozen commercials. She has worked for such film production companies as HBO, Propaganda Films, and Handmade Films. She has also worked on the staffs of such theater companies as: The Dallas Theater Center, Earl Holliman's Fiesta Dinner Playhouse, La Mirada Civic Theater, and the Pasadena Playhouse when it first reopened its doors in the late 70's through the early 80's.
An alumnus of the American Academy of Dramatic Arts in Pasadena, Paula studied theater at the University of Texas, and Trinity University, and has also studied with Darryl Hickman, Milton Katselas, and Harry Maestrogeorge, amongst others. She is a member of S.A.G., A.F.T.R.A., and the Actors Equity Association. Her most recent acting production, Round the Horn: The Sea Shanty Musical, which she created with her writing partner Bill Howard, opened in Los Angeles to stellar reviews.

Wendy Robbins is a 3-time nominated, 2-time Emmy Award-winning filmmaker. She directed, produced and written primitive shows for CBS, ABC, NBC, Fox, PBS, MTV, Discovery, Sci-fi Channel and HBO. She attended the Jullliard School for acting and has acted in over forty plays. She is a member of the Directors Guild of America, and former board member of the International Documentary Association. She is listed in Who's Who in America and Who's Who in American Women. For the past year she has headed an Internet company (with clients including Disney, Paramount, and MGM) and developed the first animated musical on the Net.
Wendy is a frequent speaker and panelist on filmmaking at UCLA, Art Center, and USC. In college she won many awards as a speaker and debater. President Jimmy Carter acknowledged Wendy as one of the best debaters in the country.
