If one uses such a notice how is one able to obtain a passport in Australia to enable travel abroad?

a passport like book from ? and wat shoull i put in it

You can not apply to the government for a passport or you will give up your sovereignty.
What you can do is make up your own passport and notify the governments at both ends of your intent to travel and for what purpose this travel entails.
If that fails, then serve them both with notice and get an agreement in writing that they have no business with interfering with your right to travel so long as you promise to keep the peace and will not commit mischief or fraud in your contracts. (in other words, don't lie to them)
