Sorry if the name is a bit offensive. It is not part of my usual vocabulary but what else can you call what is going on in Australia at present and for that matter the world.

Most people now sense that something is very wrong in the State of OZ. Perhaps they can't put their finger on it, but something is very wrong.

It is indeed very reassuring to see the massive turn out at the Economic Forum and WTO demonstrations. Sure there maybe a rat bag element at these demonstrations but most were ordinary folk who have had enough of the insane policies that are destroying our Industries and our Kids futures. It is time we reclaimed our sovereignty and developed our Trade on the basis of need. There is far too much waste in our production system and eventually something has to give. .
There is so much information available today but I will try to bring together some key issues and information, which I hope, will be useful an interesting to you. One thing I would like is a list of all the e-mail addresses of every politician so as issues come up we can hammer the poly to really let them know what we think. I may put together a page with all their office addresses so you can take pen to paper. Remember if they get 50 letters on a subject they shake in their boots. The only thing that ultimately matters to them is the next election and dare I be cynical, all the lurks and perks of office. It disgusts me that these traitors ( as they are in many cases ) are supposed to be in service to their country and electorate and they scoop off the cream becoming millionaires with their massive super schemes etc. This is a great reward for selling our country to the foreign corporations. Well lets hope that You Aussies start to Stand Up because if we don't we are headed for a Dark Age and third world status 'a la Banna Republic'. It is getting pretty damn close to that now. JUNE 8, 2004 1600 PDT (FTW) - Why did DCI George Tenet suddenly resign on June 3rd, only to be followed a day later by James Pavitt, the CIA's Deputy Director of Operations (DDO)?

The real reasons, contrary to the saturation spin being put out by major news outlets, have nothing to do with Tenet's role as taking the fall for alleged 9/11 and Iraqi intelligence "failures" before the upcoming presidential election.

Both resignations, perhaps soon to be followed by resignations from Colin Powell and his deputy Richard Armitage, are about the imminent and extremely messy demise of George W. Bush and his Neocon administration in a coup d'etat being executed by the Central Intelligence Agency. Chapter One : Manifest Destiny

By 1848, the United States had seized nearly half of Mexico’s territory. General Zachary Taylor ordered scores of U.S. soldiers executed for refusing to fight in Mexico.

To become a world power the U.S. built a world-class navy. A gung-ho Theodore Roosevelt was put in charge of it

In 1898, taking a fancy to several Spanish colonies, including Cuba and the Phillipines, the US declared war on Spain. Rebels were already fighting for independence in both countries and Spain was on the verge of defeat. Washington declared that it was on the rebels’ side and Spain quickly capitulated. But the U.S. soon made it clear that it had no intention of leaving.

“The Phillipines are ours forever… and just beyond the Phillipines are China’s illimitable markets … the Pacific is our ocean.”

Elaborate racist theories were invented to justify colonialism and these theories were adopted enthusiastically in Washington.

The Filipinos fought the new invaders just as they had fought the Spanish. The U.S. subjugated the Philippines with brute force. US soldiers were ordered to “Burn all and kill all,” and they did. By the time the Filipinos were defeated, 600,000 had died.

The Phillipines, Puerto Rico, and Guam were made into U.S. colonies in 1898. Cuba was formally given its independence, but along with it the Cubans were given the Platt Amendment, which stipulated that the U.S. Navy would operate a base in Cuba forever, that the U.S. marines would intervene at will, and that Washington would determine Cuba’s foreign and financial policies. During the same period, the US overthrew Hawaii’s Queen Liluokalani and transformed these unspoiled Pacific Islands into a U.S. Navy base surrounded by Dole and Del Monte Plantations. In 1903, after Theodore Roosevelt became president, he sent gunboats to secure Panama’s seperation from Colombia. The Colombian government had refused Roosevelt’s terms for building a canal. The U.S. Marines invaded China, Russia, North Africa, Mexico, Central America, and the Caribbean between 1898 and 1934. Between 1898 and 1934, the marines specifically invaded Cuba four times, Nicaragua five times, Honduras seven times, the Dominican Republic four times, Haiti twice, Guatemala once, Panama twice, Mexico three times, and Colombia four times. In many countries, the Marines stayed on as an occupying army, sometimes for decades. When the Marines finally went home, they typically left the countries they had occupied in the hands of a friendly dictator, armed to the teeth to suppress his own people.

Behind the marines came legions of U.S. business executives ready not only to sell their goods but also to set up plantations, drill oil wells, and stake out mining claims. The marines returned when called upon to enforce slave-like working conditions and put down strikes, protests, and rebellions.

A reporter described what took place after U.S. troops landed in Haiti in 1915 to put down a peasant rebellion: ‘American marines opened fire with machine guns from airplanes on defenseless Haitian villages, killing men, women and children in the open market places for sport. 50,000 Haitians were killed.

General Smedley Butler, who was one of the most celebrated leaders of all these marine expeditions.

World War II left the USA in a position of political, economic and military superiority.

Chapter 2 The “Cold War” and the exploits of the so=called “World Policeman”

The U.S. eagerly assumed responsibility for determining the economic policies and selecting the management of what it considered to be the subsidiary companies that made up the “corporation known as the world.”

To put down insubordination in the world, thus known as the corporation, such as disorder and disloyalty in its sphere, the new majority stockholder also appointed itself the “world policemen”. During the Cold War, Washington intervened militarily in foreign countries more than 200 times.


Fortunately, the ambitious plans of the U.S. State Department for Asia and the Pacific were upset by revolutions and anti-colonial wars from China to Malaysia. A major confrontation developed in Korea. Washington decided to intervene directly to show that Western military technology could defeat any Asian army.

U.S. warships, bombers, and artillery reduced much of Korea to rubble. Over 4,500,000 Koreans died; three out of four were civilians. 54,000 U.S. soldiers returned home in coffins. But the U.S. military, for all its technological superiority, did not prevail.

-Dominican Republic, 1965

After a U.S.-backed military coup, Dominicans rose up to demand the re-instatement of the overthrown president (who they had elected in a popular vote). Washington, however, was determined to keep its men in power, no matter who the Dominicans voted for. 22, 000 U.S. troops were sent to suppress the uprising. 3,000 people were gunned down in the streets of Santo Domingo.

-Vietnam, 1964-1973

For ten years, The Pentagon tried to preserve a corrupt South Vietnamese regime which had been inherited from the French colonial empire. The U.S. warplanes dropped seven million tons of bombs on Vietnam. That’s the equivalent of one 350-pound bomb per person. 400,000 tonnes of napalm were rained down on the tiny country. Agent Orange and other toxic herbicides were used to destroy millions of acres of farmland and forests. Villages were burned to the ground and their residents massacred. Altogether, two million people died in the Indochina War, most of them civilians killed. Almost 60,000 U.S. soldiers were killed and 300,000 wounded and yet despite the ferocity of the U.S. firepower, they still lost, which in my view is an excellent and justifiable outcome. A pity so many people suffered the carnage unleashed by the Evil Empire.

After the Israeli invasion of Lebanon, the U.S. Marines intervened directly in the Lebanese civil war, taking the side of Israel and the right-wing Falange militia which had just massacred 2000 Palestinian civilians.

241 Marines paid for this intervention with their lives when their barracks were blown up by a truck bomb.

-Grenada, 1983

About 110,000 people live on the tiny Caribbean island of Grenada.

But, according to Ronald Reagan, Grenada represented a threat to U.S. security. So he ordered the Pentagon toseize the island and install a new government more to his liking.

-Libya, 1986

Washington loved King Idris, the Libyan monarch who happily turned over his country’s oil reserves to Standard Oil for next to nothing. It hates Colonel Qadhafi, eho threw the king out. In 1986, Reagan ordered U.S. warplanes to bomb the Libyan capital, Tripoli, claiming that Gadhafi was responsible for a bomb attack at a German disco that killed two U.S, soldiers. It’s unlikely that very many of the hundreds of Libyans killed or injured in the U.S. bombing raid knew anything about the German bombing.



After WWII, Britain was compelled to dispose of its colonial empire in the Middle East. The British gave a huge hunk of the land known as Palestine to European Jews displaced by the Holocaust. The problem was that there were already people living there. The result has been five decades of violence and war. Hundreds of thousands of Palestinians were driven from their homes in what became Israel. The U.S. provides crucial political support and billions of dollars a year in aid to Israel which includes the most advanced weaponry.


The Pentagon and the C.I.A. armed and trained security forces and death squads that killed hundreds of thousands of people, mostly unarmed peasants, in Nicaragua, El Salvador, and Guatemala in support of right wing dictatorial regimes.

Many of the military officers responsible for the worst atrocities in Central America were trained at the Pentagon’s School of the Americas in Georgia. The school trains officers from all over Latin America. Its training manuals recommend torture and summary execution. Its graduates have returned to establish military regimes and terrorize their own people.

Today, bloody U.S.-backed counter-insurgency wars continue in Colombia, Mexico, Peru, the Phillipines and other countries. In Colombia, a corrupt U.S.-backed army fights alongside paramilitary forces that have slaughtered whole villages and hundreds of opposition union leaders and politicians. The U.S. has been getting more deeply involved, under the cover of the War on Drugs, providing billions of dollars of arms used to continue the killing.

The C.I.A. and the Pentagon have also organized proxy armies to overthrow governments that are not well-liked in Washington. In 1961, for instance, U.S. warships ferried a small army of mercenaries to Cuba, hoping to reverse the Cuban Revolution, i.e. the Bay of Pigs.


For years the C.I.A. backed Portugal’s efforts to hang on to its colonies in Southern Africa, helping them stave off independence wars in Angola and Mozambique.

In 1975, after a democratic revolution in Portugal, the Portuguese called it quits.

But the C.I.A. and Pentagon didn’t. Instead it teamed up with the apartheid regime in South Africa to supply a mercenary army to fight the new government in independent Angola. And in Mozambique, top U.S. and South African politicians and ex-military officers sponsored a particularly brutal bunch of mercenaries who massacred tens of thousands of peasants.


After the Nicaraguan people overthrew the U.S. backed dictatorship of the Somoza family in 1979, the C.I.A. gathered together the remnants of Somoza’s hated National Guard and sent them back to Nicaragua with all the weapons they could carry- to loot, burn and kill.

In 1979, the Soviet Union invaded Afghanistan to prop up a friendly regime. Soviet occupation met fierce popular resistance. The C.I.A. stepped in to arm, finance and train the Afghan mujahedin guerillas, working closely with the Pakistani and Saudi governments. With generous support from Washington and its allies, the mujahedin defeated the Soviets after a brutal decade-long war.

Among the C.I.A.’s collaborators in this war was a Saudi named Osama bin Laden.

Chapter 3 The “New World Order”

In 1989, as the Eastern Bloc began to crumble, top U.S. government strategists gathered to discuss the world situation. The Soviet Union, they happily agreed, was no longer able or inclined to counter U.S. military intervention abroad. It was time, they decided, to demonstrate U.S. military power to the world.

Panama was the first country selected to be the much weaker enemy. George H.W. Bush continued this tradition in 1989, sending in 25,000 troops supposedly to arrest a drug dealer. Of course, this was only a pretext to the hidden agenda of ensuring U.S. control over the Panama Canal and the extensive U.S. military bases in that country. A new Panamanian president was sworn in at a U.S. air base moments before the invasion. The man picked for the job, Guillermo Endara, ran a bank that is notorious for money laundering.

According to Panamanian human rights groups, several thousand people were killed in the U.S. invasion. 26 were U.S. soldiers. 50 were Panamanian soldiers. The rest were civilians, cut down by the overwhelming U.S. firepower poured into crowded neighbourhoods in poor sections of Panama City and Colon. Many of the dead were put in garbage bags and secretly buried in mass graves.


In 1920, hundreds of British soldiers and many more Iraqis died when the British Army suppressed a revolt against British rule. Britain ended up installing a hand-picked “King of Iraq” The new monarch promptly signed a deal with British and American oil companies giving them the right to exploit all of Iraq’s oil for 75 years in exchange for a pittance in royalties.

The Middle East possesses almost two-thirds of the world’s known oil reserves. Control over the flow of oil by U.S. and British companies gave Washington strategic power over Europe, Japan and the developing world. The U.S. State Department declared that Middle Eastern oil was ‘….a stupendous source of strategic power ……one of the greatest prizes in world history’.

In 1958, U.S. and British oil companies were startled when the King of Iraq was overthrown. The new leader, a nationalist military officer named Abdel Karim Qasim,

demanded changes in the sweetheart deals the monarchy had made with the oil companies. He also helped form OPEC, the cartel of oil producing countries.

In 1963, the CIA collaborated with the Ba’ath party to murder Qasim and overthrow his government. The Ba’ath Party was also nationalist. It systematically killed its Leftist opponents and the CIA was happy to help.

Among the CIA’s collaborators in the 1963 coup was a young military officer named Saddam Hussein, who later emerged as the top leader in Iraq. But Hussein soon disappointed his accomplices in the U.S. by nationalizing the Iraqi oil industry. Other Arab leaders followed suit, greatly alarming U.S. officials.

“Oil is much too important a commodity to be left in the hands of the Arabs.”

Then, in 1980, Hussein did something that made him much more popular in Washington. After the 1979 Iranian Revolution, American strategists considered Iran the main threat to U.S. interests in the Middle East. The U.S. and its allies, therefore, were happy to provide Hussein with advanced weaponry. U.S. even sold Iraq materials to make chemical and biological weapons, including highly lethal strains of anthrax. Over 100,000 Iranian soldiers were killed or injured by poison gas.

When Saddam invaded Kuwait, George H.W. Bush worried that the huge Iraqi army had become a threat to the U.S. domination of the Middle East.

“Our jobs, our way of life, our own freedom, and the freedom of friendly countries around the world would all suffer if control of the world’s great oil reserves fell into the hands of Saddam Hussein.”

Bush decided that Saddam had to be punished for trespassing on as oil-rich U.S. protectorate.

The Pentagon and the CIA launched the most intensive bombing campaign in history using conventional bombs, cluster bombs (designed to rip bodies apart), napalm and phosphorus (which cling to and burn skin), and fuel-air explosives (which have the impact of small nuclear bombs). Later, the U.S. used munitions tipped with depleted uranium, which is now suspected of a cause of cancer among both Iraqis and U.S. soldiers and their children. Iraq was bombed back to a pre-industrial age and tens of thousands were killed. Iraq had already begun to withdraw from Kuwait when Bush launched the ground war. The main aim of the ground war was, not to drive the Iraqi troops out of Kuwait, but to keep them from leaving. The gate was closed and tens of thousands of soldiers, who were trying to go home, were systematically slaughtered. Elsewhere, U.S. tanks and bulldozers intentionally buried tens of thousands of soldiers alive in their trenches in a tactic designed mainly to “destroy Iraqi defenders.”

For over a decade, the U.S. insisted on maintaining the most severe economic sanctions regime in history, continuing to strangle the devastated Iraqi economy.

In 1999, UNICEF estimated that infant and child mortality had more than doubled since the war. It attributed this sharp increase in mortality mainly to malnutrition and deteriorating health conditions caused by the war and ongoing sanctions. It estimated that half a million more children died as a result. That’s 5, 200 children a month.

Bush’s successor, Bill Clinton, not only kept up the sanctions, but also continued to bomb Iraq regularly for 8 years.

-KOSOVO, 1999

In the late 1990s, after enduring years of abuse at the hands of a Serbian-dominated Yugoslav government, Albanian rebels in Kosovo started a war of secession. The U.S. usually does not support minority groups demanding seperation. But it all depends on whether the U.S. supports the government of the country facing dismemberment. For instance, the U.S. supports Kurdish separatists in Iraq and Iran, but across the border in Turkey, a close ally, Washington has provided tons of arms to crush the Kurds.

Because Yugoslav strongman, Slobodan Milosevic, was being less than cooperative with U.S. efforts to extend its influence in Eastern Europe, breaking up Yugoslavia was a cause the U.S. could warm up to. The Clinton Administration embraced the Kosovo Liberation Army, despite their drug dealing, ethnic extremism and brutality. Following established practice, the Administration issued an ultimatum the Yugoslavs could not possibly accept.

The consequent NATO bombing turned an ugly but small-scale Yugoslav counter-insurgency operation into a massive ethnic cleansing drive. After the bombing began, Serbian soldiers and militia members began driving hundreds of thousands of Albanians out of the country and killed thousands of others. When the Albanians returned under NATO protection, Serbian and Gypsy residents were driven out and killed. Ultimately, the war served U.S. political objectives, while causing tremendous death and suffering on all sides and greatly aggravating ethnic tensions.

Chapter 4 The “War on Terrorism”

After the September 11 attacks, Osama bin Laden released a videotaped message. He praised the attacks and called for more.

“What America is tasting now is something insignificant compared to what we have tasted for scores of years. Our nation (the Islamic world) has been tasting this humiliation and degradation for more than 80 years. His sons are killed, its blood is shed, its sanctuaries are attacked and no-one bears and no-one heeds. Millions of innocent children are being killed Iraq without committing any sins….. To America, I say only a few words to it and its people, I swear to God, who has elevated the skies without pillars, neither America nor the people who live in it will dream of security before we live it here in Palestine and not before all the infidel armies leave the land of Muhammad, peace be upon him.”

NB Remember that George H. Bush embraced Osama bin Laden whilst he was fighting with the Murajahadin against the Russians in Afghanistan and supplied all the weapons and military training needed to defeat them.

The Bush Administration responded according to bin Laden’s script with the declaration of War on Terrorism.

“This will be a monumental struggle of good versus evil… This crusade, this war on terrorism, is going to take a while.”

For over forty years, Miami has served as the base of operations for well-financed groups of Cuban exiles that have carried out violent terrorist attacks on Cuba. It’s not difficult for the U.S. government to find evidence involving these terrorist organizations because the CIA and the Pentagon trained many of their members. Take, for instance, Luis Posada Carriles and Orlando Bosch, suspected masterminds of the bombing of a Cuban passenger airliner that claimed the lives of 73 people. Carriles found a job supplying arms to the Contras. Bosch was convicted of a bazooka attack on a ship in Miami harbour but has long been protected from extradition on the insistence of George W.H. Bush’s son Jeb.

Bush’s War on Terrorism began with U.S. warplanes bombing Afghanistan, the unfortunate country where bin Laden chose to locate his headquarters. The CIA jumped into bed with brutal regional warlords whereby the opium trade once again flourishes.

From the day they took office, Bush and his key lieutenants set their sights on Iraq. After 9-11, they packaged an invasion as part of the ‘war on terrorism’. To win U.N. backing, they claimed Saddam Hussein was developing nuclear, chemical, and biological weapons. The threat was so imminent, they said, that an immediate invasion was imperative.

The Bush Administration had big plans. Based upon Iraq’s tremendous oil wealth and U.S. military might, American officials hoped to create a client regime in Iraq and use it as a base of U.S. power in the heart of the Arab Middle East. They brought in a group of émigré politicians, intending to install them as leaders. Their favorite was Ahmed Chalabi, a wealthy businessman who was convicted of bank fraud in Jordan.

Chalabi won the hearts of U.S. officials in part by declaring that he favoured pulling Iraq out of OPEC, and then privatizing Iraqi oil and selling it off to foreign companies.

U.S. oil company executives and bankers were assigned to look after the Iraqi oil industry and central bank. U.S. military officers were placed in charge of Iraqi cities.

Facing a hostile population, the U.S. military killed scores of Iraqis as they protested against the occupation. Journalists were gunned down as they covered U.S. military operations. Others, who were in the wrong place at the wrong time were shot at military checkpoints or when soldiers raided their neighbourhoods.

As US soldiers and Iraqis died in daily battles, Bush’s response was swaggering cowboy rhetoric.

“There are some who feel like….they can attack us there. My answer is == bring them on!”

The U.S. occupation of Iraq followed the familiar path of previous colonial adventures. Iraqis organized armed resistance and the U.S. military took increasingly harsh punitive measures against the population, inspiring fear.

By Spring, 2004 , it was clear that Bush’s grandiose plans had collapsed.

By invading and occupying Muslim countries, the U.S. is only inviting more attacks on U.S. soldiers and other American targets. The Pentagon has promised to respond with more violence. Unfortunately, there are some people who profit handsomely from this addiction.

Chapter 5 The War Profiteers

Few politicians can match Dick Cheney’s appetite for war. As George H.W. Bush’s Secretary of Defence he presided over wars against Panama and Iraq.

Over 100,000 companies feed at the Pentagon trough. But the big money goes to a handful of huge corporations during 1999 including :

* United Technologies $ 2.4 billion
* Textron $ 1.4 billion

* General Dynamics $ 4.6 billion

· Boeing $11.6 billion

· Northrop Grumman $ 3.2 billion

· Lockheed Martin $12.7 billion

· Baytheon $ 6.4 billion

· General Electric $ 1.7 billion

· Halliburton $ 1.4 billion

Halliburton is raking in hundreds of millions of dollars for feeding and housing U.S. troops and it got the biggest post-war reconstruction. In 1995, Dick Cheney was named CEO of Halliburton, the biggest oil services company and a major military contractor on the planet, and it got the biggest post-war reconstruction prize – a secret no-bid contract to rebuild Iraqi oil facilities that will likely be worth billions. Cheney pocketed millions in salary and stock options every year.. He ended up with a $45 million stake. Cheney got draft deferments five times to avoid fighting in Vietnam. He’s served on the boards of several huge war contractors, and his wife – Lynne – joined the board of Lockheed Martin. After Cheney returned to the White House in 2001, Lockheed got the biggest plum in Pentagon history – a contract worth hundreds of billions to make the next generation of fighter jets.

Both the war on Iraq and Donald Rumsfeld’s efforts to ‘revolutionize’ military technology’. In 2001, Perle joined Henry Kissinger and other Washington insiders to form a company called Trireme Partners. Trireme raises venture capital from wealthy individuals and invests it in weapons companies, betting on those it expects will get lucrative government contracts. Perle has also served as an advisor to the Israeli government. His advice is always the same- ‘War is the answer!’ Perle has particularly pushed for war against three countries he considers Israel’s main enemies – Iraq, Iran and Syria.

Cheney, Perle and their friends go back and forth through a revolving door that connects jobs at the Pentagon and The White House. Lots of money changes hands in Washington as weapons manufacturers make generous contributions to politicians and politicians hand out fat Pentagon contracts to weapons manufacturers.

Under the banner of funding the ‘War on Terrorism’, Congress has abandoned efforts to avoid budget deficits. Instead, every year it gives the Pentagon what amounts to a blank check.

Missile defense, like the ‘War on Terrorism’, promises to protect Americans from danger while actually creating a much more dangerous world. China has promised to buy more and better missiles which could overwhelm the U.S. “missile shield.” This will spur a nuclear arms race in Asia. The scenario is if China builds more missiles, then India will. If India does, then Pakistan will and so on…

Chapter 6: The High Price of Militarism:

Since 1948, the U.S. has spent more than $15 trillion ($15,000,000,000,000) to build up its military might. That adds up to more than the cumulative monetary value of all human-made wealth in the U.S. The U.S. spends over $776 billion every year to the cause of feeding its addiction to war at the expense of bridges, roads, schools, other infrastructure and social welfare. Schools are run down and overcrowded. In some inner-city high schools, 80% of the students drop out. More than a fifth of all adults can’t read a job application or a street sign.

Skyrocketing prices are causing a crisis in health care. 43 million people have no insurance and millions more have inadequate insurance. More and more people don’t get the medical care they need because they can’t afford it. Yet public hospitals are being closed and the government has failed to enact any serious health care reform. Every 50 minutes, a child in the U.S. dies as a result of poverty or hunger. Yet Congress has been exceedingly stingy in funding maternal and child health programs.

With rents rising and wages falling, millions of families are living on the verge of eviction. Millions of people end up living on the streets. Yet when it comes to funding for housing and homelessness, most of Washington seems to have adopted Reagan’s attitude.

Drug addiction and alcoholism are crippling millions of people and devastating families and whole communities. Yet there are not enough public treatment centers to handle even a fraction of these seeking help, and many centers are closing their doors for lack of funding.

The price of militarism includes the building of nuclear weapons. More than 100 nuclear weapons plants owned by the Energy Department have been dumping radioactive waste into the air, in rivers, and leaking it into the soil and groundwater for decades.

The government now estimates it will take 25,000 workers at least 30 years to clean up the mess at these plants- at a cost of $300 billion or more.

What’s more, nuclear weapons tests have spread deadly plutonium which is radioactive for hundreds of thousands of years across large tracts of the Southwest and the South Pacific. Many of the 458,000 U.S. soldiers who participated in the atomic testing program are now dying of cancer.

Another cost of militarism is the loss of civil liberties. “Homeland security” has become a slogan for eliminating civil rights protections long deemed inconvenient by the FBI and other police agencies.
In the name of “Homeland security” you can now be jailed indefinitely without trial. The police and the FBI – and even the CIA – can more easily spy on you, reading your mail and email, listening in on your phone, and breaking into your home.

Thousands of immigrants have been called in for questioning simply because they came from predominantly Muslim countries.

Many have been jailed for long periods on baseless suspicions.

The ones who end up on the front lines in this addiction to war are usually kids who can’t find a job or pay for college. Almost all of them are from working-class families, and a disproportionate number are African Americans, Mexican Americans, Puerto Ricans and Native Americans.

Many Gulf War veterans are suffering the effects of Gulf War Syndrome. Those who survive continue to be haunted by the wars they fought in. The number of Vietnam vets who have killed themselves since the war is greater than the number of U.S. soldiers who died in the war. Hundreds of thousands of veterans have ended up living on the streets. Every year, more than a thousand U.S. soldiers and sailors are killed in military accidents. Also, hundreds of active-duty soldiers and sailors commit suicide. Indoctrination into the culture of militarism starts early. Television, videos and video games make killing seem not only glorious, but fun. High school principles lock the doors and hire armed guards, supposedly to protect the kids from drug dealers, pimp, and other dangerous characters. But they roll out the red carpet for the most dangerous characters of all – the military recruiters. The recruiters, who are not quite as honest as used car salesmen, come armed with slick brochures and glossy promises.

Chapter 7 – Militarism and the Media

When it comes to war, the networks discard all pretenses of objectivity. After the 1991 Gulf War, one of the Bush Administration’s top war planners spoke to a group of prominent journalists and thanked them for their help. “[Television was] our chief tool in selling our policy.

Lawrence Grossman, who was in charge of PBS and NBC NEWS for many years, described the role of the press this way: “ The job of the President is to set the agenda and the job of the press is to follow the agenda that the leadership sets.”

The TV networks are owned by some of the largest corporations in the world – NBC is owned by GE, CBS by Viacom, ABC by Disney, Fox by Rupert Murdoch’s News Corporation, and CNN by Time Warner. The members of the boards of directors of these corporations also around the world, such as Boeing, Coca-Cola, Texaco, Chevron, EDS, Lucent, Daimler-Chrysler, Citigroup, Xerox, Philip Morris, Worldcom, JP Morgan Chase, Rockwell Automation, and Honeywell. In fact, the corporations that control the television industry are fully integrated into the military-industrial complex.

For example, General Electric has major investments around the world, which it expects the Pentagon to protect. It is also a charter member of the military-industrial complex. GE is the country’s largest military contractor, raking in billions of dollars every year. It produces parts for every nuclear weapon in the U.S. arsenal, makes jet engines for military aircraft, and creates all kinds of profitable electronic gadgets for the Pentagon. It’s also the company that secretly released millions of curies of deadly radiation from the Hanford nuclear weapons facility in Washington state and produced faulty nuclear power plants that dot the U.S. countryside.

In 1950, President Truman named Charles Wilson, G.E.’s board chairman, to head the Office of Defense Mobilization. In that capacity, Wilson told members of the Newspaper Publishers Association.

“If the people were not convinced [that the Free World is in mortal danger ] it would be impossible for Congress to vote the vast sums now being spent to avert this danger. With the support of public opinion, as marshaled by the press, we are off to a good start. It is our job – yours and mine- to keep our people convinced that the only way to keep disaster away from our shores is to build up America’s might.”

Under Wilson, G.E. got into the media business itself to promote its pro-war message. In 1954, it hired a floundering actor named Ronald Reagan to be its corporate spokesman. G.E. furnished Reagan with an all-electric house and gave him his own TV show, which was called “G.E. Theater.” The corporation also supplied Reagan with “The Speech”. He continued to deliver variations of “The Speech” throughout his career. Then in 1986, G.E. bought its own TV network – NBC. Good evening, I’m Tom Brokow and is the NBC Nightly News. General Electric and the other huge corporations that own the news media are hardly unbiased sources of information. Yet most of the news available to us - about war and peace and everything else – is filtered through their perspective. This gives them a powerful influence on public opinion.

Chapter 8 Resisting Militarism

The anti-war movement grew especially strong during the war to conquer the Philippines.

“ I have seen that we do not intend to free but to subjugate the Philippines. And so I am an anti-imperialist . I am opposed to having the eagle put its talons on any other land… I have a strong aversion to sending our bright boys out there to fight with a disgraced musket under a polluted flag.”

Let’s go back to Charles Wilson’s era, when he and the media were mobilizing support for the Korean War. At first they were very successful. But despite their impressive efforts, the support didn’t last long. After the body bags started coming home, the majority of people turned against the war.

The government and the media once again did their best to whip up support for the war on Vietnam. But as the war escalated, the greatest anti-war movement in U.S. history arose. At first, the opposition was small but determined. By 1969, opposition grew to 750,000 people marching on Washington, and millions more marching in cities across the country.

In May 1970, after police and National Guard troops fired on anti-war demonstrations, killing four students at Kent State in Ohio and two students at Jackson State in Mississippi, students at 400 universities across the country went on strike – the first general student strike in U.S. history.

When police shot and killed three people during the Chicano Moratorium against the war in August 1971, a rebellion raged through East Los Angeles for three days.

Resistance to the war took many forms; people refused to pay war taxes. People burned their draft cards. The most famous draft resister was Muhammid Ali. People blocked the path of trains hauling troops and munitions bound for the war.

14,000 people were arrested when they moved to shut down Washington, D.C., for three days in 1971. It was the largest mass arrest in U.S. history! Even more serious for the Pentagon, discipline was breaking down among the troops in Vietnam. Soldiers saw no reason to fight and they didn’t. By the end of the ‘60s, a virtual civil war simmered between soldiers and officers. Even more serious for the Pentagon, discipline was breaking down among the troops in Vietnam. By every conceivable indicator, our army that now remains in Vietnam is in a state now approaching collapse, with individual units avoiding or having refused combat, murdering their officers and non-commissioned officers, drug-ridden and dispirited where not near mutinous.”

Record numbers of soldiers and sailors deserted or went AWOL. Organized resistance was developing among the troops. Contingents of soldiers and sailors were marching at the head of anti-war demonstrations. In April 1971, more than a thousand Vietnam veterans gathered at the Capitol building in Washington and threw back the medals they had received in the war.

“ The weakest chink in our armor is American public opinion. Our people won’t stand firm in the face of heavy losses, and they can bring down the government.”

Because U.S. leaders knew that Americans would not stand for large numbers of U.S. war casualties, they had to restrain their military impulse. They kept on bombing other countries, but for almost two decades they did not send large numbers of U.S. soldiers to fight on foreign soil.

Bush’s war against terrorism by invading Iraq ended up polarizing the American population and isolating the United States internationally. And the ugly reality of the American occupation of Iraq has further alienated people here and around the world.

While the killing continues in Afghanistan and Iraq, Pentagon strategists are busy planning the next round of wars. We seemed to have reached a point where war is constantly on the agenda in Washington.

JUNE 8, 2004 1600 PDT (FTW) - Why did DCI George Tenet suddenly resign on June 3rd, only to be followed a day later by James Pavitt, the CIA's Deputy Director of Operations (DDO)?

The real reasons, contrary to the saturation spin being put out by major news outlets, have nothing to do with Tenet's role as taking the fall for alleged 9/11 and Iraqi intelligence "failures" before the upcoming presidential election.

Both resignations, perhaps soon to be followed by resignations from Colin Powell and his deputy Richard Armitage, are about the imminent and extremely messy demise of George W. Bush and his Neocon administration in a coup d'etat being executed by the Central Intelligence Agency. The coup, in the planning for at least two years, has apparently become an urgent priority as a number of deepening crises threaten a global meltdown.

Based upon recent developments, it appears that long-standing plans and preparations leading to indictments and impeachment of Bush, Cheney and even some senior cabinet members have been accelerated, possibly with the intent of removing or replacing the entire Bush regime prior to the Republican National Convention this August.

FTW has been documenting this Watergate-like coup for more than fifteen months and almost everything we will discuss about recent events was predicted by us in the following pages: Please see our stories "The Perfect Storm - Part I" (March 2003); "Blood in the Water" (July 2003); "Beyond Bush - Part I" (July 2003); "Waxman Ties Evidentiary Noose Around Rice and Cheney" (July 2003); and "Beyond Bush - Part II" (October 2003).

There were two things we didn't get right. One was the timing. We predicted the developments taking place now as likely to happen after the November election, not before. Secondly, we did not foresee the sudden resignations of Tenet and Pavitt. Understanding the resignations is the key to understanding a deteriorating world scene and that America is on the precipice of a presidential and constitutional crisis that will ultimately dwarf the removal of Richard Nixon in 1974.

So why did Tenet and Pavitt resign? We'll explain why and we will provide many clues along the way as we make our case.


Shortly after the "surprise" Tenet-Pavitt resignations, current and former senior members of the U.S. intelligence community and the Justice Department told journalist Wayne Madsen, a former Naval intelligence officer, that they were directly connected to the criminal investigation of a 2003 White House leak that openly exposed Valerie Plame as an undercover CIA officer. What received less attention was that the leak also destroyed a long-term CIA proprietary intelligence gathering operation which, as we will see, was of immense importance to US strategic interests at a critical moment.

The leak was a vindictive retaliation for statements, reports and actions taken by Plame's husband, former Ambassador Joseph Wilson, which had deeply embarrassed the Bush administration and exposed it to possible charges for impeachable offenses, including lying to the American people about an alleged (and totally unfounded) nuclear threat posed by Iraq's Saddam Hussein. Conservative columnist Robert Novak, the beneficiary of the leak, immediately published it on July 14, 2003 and Valerie Plame's career (at least the covert part) instantly ended. The actual damage caused by that leak has never been fully appreciated.

Wilson deeply embarrassed almost every senior member of the Bush junta by proving to the world that they were consciously lying about one of their most important justifications for invading Iraq: namely, their claim to have had certain knowledge, based on "good and reliable" intelligence, that Hussein was on the brink of deploying a nuclear weapon, possibly inside the United States. It was eventually disclosed that the "intelligence" possessed by the administration was a set of poorly forged documents on letterhead from the government of Niger, which described attempts by Iraq to purchase yellowcake uranium for a nuclear weapons program.

It has since been established by Scott Ritter and others that Iraq's nuclear weapons program had been dead in the water and non-functioning since the first Iraq war.

Wilson was secretly dispatched in February 2002, on instructions from Dick Cheney to the CIA, to go to Niger and look for anything that might support the material in the documents. They had already been dismissed as forgeries by the International Atomic Energy Agency, the CIA, and apparently everyone else who had seen them. The CIA cautioned the administration, more than once, against using them. Shortly thereafter, Wilson returned and gave his report stating clearly that the allegations were pure bunk and unsupportable.

In spite of this, unaware of the booby traps laid all around them, the entire power core of the Bush administration jumped on the Niger documents as on a battle horse and charged off into in a massive public relations blitz. Bush, Cheney, Rice, Rumsfeld, Powell, Wolfowitz and others - to varying degrees - insisted, testified, and swore that they knew, and had reliable, credible and verified intelligence that Saddam was about to deploy an actual nuclear device built from the Niger yellowcake.

It was full court media press and they successfully scared the pants off of most Americans who believed that Saddam was going to nuke them any second.

George Bush made the charge and actually cited the documents in his 2003 State-of-the-Union address, even after he had been cautioned by George Tenet not to rely on them. In a major speech at the United Nations, Colin Powell charged that Iraq was on the verge of deploying a nuke and had been trying to acquire uranium. Dick Cheney charged in several speeches that Saddam was capable of nuclear terror. And shortly before the invasion, when asked in a television interview whether there was sufficient proof and advance warning of the Iraqi nuclear threat, a smug and confident Condoleezza Rice quipped, "If we wait for a smoking gun, that smoking gun may be a mushroom cloud over an American city." Rice was lying through her teeth.

By July of 2003, as the Iraqi invasion was proving to be a protracted and ill-conceived debacle, executed in spite of massive resistance from within military, political, diplomatic and economic cadres, there was growing disgust within many government circles about the way the Bush administration was running things. The mention of Wilson's report came in July though his name was not disclosed. It suggested corroborative evidence of criminal, rather than stupid, behavior by the administration. The San Francisco Chronicle reported:

A senior CIA official, who spoke on condition of anonymity, said the intelligence agency informed the White House on March 9, 2002 - 10 months before Bush's nationally televised speech - that an agency source who had traveled to Niger could not confirm European intelligence reports that Iraq was attempting to buy uranium from the West African country.

Note the reference to an Agency source.

It was inevitable that Wilson would move from no comment, to statements given on condition of anonymity, and finally into the public spotlight. That he did, in a July 6th New York Times Editorial titled "What I Didn't Find in Africa." Soon he was giving interviews everywhere.

On July 14th Novak published the column outing Wilson's wife, Valerie Plame. As a result, any criminal investigation of the Plame leak will also go into the Niger documents and any crimes committed which are materially related to Plame's exposure.

Instead of retreating, Wilson advanced. In Septmeber he went public, writing editorials and granting interviews which thoroughly exposed the Bush administration's criminal use of the documents, Cheney's lies about the mission, and all the other lies used to deceive the American people into war.

At the moment he went on the record, Wilson became another legally admissible, corroborative evidentiary source; a witness available for subpoena and deposition, ready to give testimony to the high crimes and misdemeanors he has witnessed.

First Clue: James Pavitt was Valerie Plame's boss. So was George Tenet.


Conflicting news reports suggest that perhaps several sets of the documents were delivered simultaneously to several recipients. I could find only one news story (out of almost 60 I have reviewed) which indicated just when the Niger papers were first put into play. One of the most fundamental questions in journalism, "when?" was omitted from every major press organization's coverage except for a single story from the Associated Press on July 13th.

… [T]he forged Niger government documents, showing attempts by Iraq to purchase yellowcake, were delivered by unknown sources to a journalist working for Italy's Corriere della Sera which then gave them to the Italian intelligence service. She then reportedly gave them to Italian intelligence agents who gave them to the US embassy. Seymour Hersh of the New Yorker also offered this version indicating that the documents had surfaced in Italy in the fall of 2001.

The fall of 2001. That means that the documents were created no more than three and a half months after September 11th.

The earliest press report mentioning the documents was a March 7, 2003 story in The Financial Times. On that day, Mohammed El Baradei, head of the International Atomic Energy Agency reported to the UN Security Council that the documents were forgeries. The story contained a revealing paragraph.

"The allegation about the uranium purchase first surfaced in a UK government dossier published on September 24 last year about Iraq's alleged weapons programmes, though it did not name Niger. Niger was first named when the US State Department elaborated on the allegations on December 19 [2002]…

Canada's Globe and Mail reported on March 8, 2003:

…[T]he forgeries were sold to an Italian intelligence agent by a con man some time ago and passed on to French authorities, but the scam was uncovered by the IAEA [International Atomic Energy Agency] only recently, according to United Nations sources familiar with the investigation. The documents were turned over to the IAEA several weeks ago.

"In fact, the IAEA says, there is no credible evidence that Iraq tried to import uranium ore from the Central African country in violation of UN resolutions.

"Based on thorough analysis, the IAEA has concluded, with the concurrence of outside experts, that these documents, which formed the basis for the reports of these uranium transactions between Iraq and Niger, are, in fact, not authentic," Mr. El Baradei told the UN Security Council Friday….

The Chicago Tribune reported on March 13, 2003, "Forged documents that the United States used to build its case against Iraq were likely written by someone in Niger's embassy in Rome who hoped to make quick money, a source close to the United Nations investigation said.

The Washington Post gave yet a different story, also on March 8, 2003:

…Knowledgeable sources familiar with the forgery investigation described the faked evidence as a series of letters between Iraqi agents and officials in the central African nation of Niger. The documents had been given to the U.N. inspectors by Britain and reviewed extensively by U.S. intelligence. The forgers had made relatively crude errors that eventually gave them away - including names and titles that did not match up with the individuals who held office at the time the letters were purportedly written, the officials said…"

…The CIA, which had also obtained the documents, had questions about "whether they were accurate," said one intelligence official, and it decided not to include them in its file on Iraq's program to procure weapons of mass destruction.

In a follow-up story on March 13th the Post reported:

It's something we're just beginning to look at," a senior law enforcement official said yesterday. Officials are trying to determine whether the documents were forged to try to influence U.S. policy, or whether they may have been created as part of a disinformation campaign directed by a foreign intelligence service...

…The phony documents - a series of letters between Iraqi and Niger officials showing Iraq's interest in equipment that could be used to make nuclear weapons - came to British and U.S. intelligence officials from a third country. The identity of the third country could not be learned yesterday.

What if it wasn't a foreign intelligence service? I had been suspicious that a Watergate-like coup was forming immediately after reading the first few stories about the documents. I was convinced when the AP reported on March 14, 2003 (just days before the Iraqi invasion) that the ranking Democrat on the Senate Intelligence Committee had called for an FBI investigation of the documents' origins. The Boston Globe reported two days later that the Senator was specifically seeking to determine whether administration officials had forged the documents themselves to marshal support for the invasion.

The request was not nearly as significant to me as who it had come from - Jay Rockefeller of the Standard Oil Rockefellers. An oil dynasty was calling for an investigation of a bunch of oil men. Somebody was screwing up big time.

Seymour Hersh dropped a major bombshell that went virtually unnoticed, 54 paragraphs deep into an October 27, 2003 story for the New Yorker titled "The Stovepipe."

Who produced the fake Niger papers? There is nothing approaching a consensus on this question within the intelligence community. There has been published speculation about the intelligence services of several different countries. One theory, favored by some journalists in Rome, is that [the Italian intelligence service] Sismi produced the false documents and passed them to Panorama for publication.

"Another explanation was provided by a former senior C.I.A. officer. He had begun talking to me about the Niger papers in March, when I first wrote about the forgery, and said, 'Somebody deliberately let something false get in there.' He became more forthcoming in subsequent months, eventually saying that a small group of disgruntled retired C.I.A. clandestine operators had banded together in the late summer of last year and drafted the fraudulent documents themselves. [emphasis added]

Hersh's revelation provided corroboration for something I and others, like the renowned political historian Peter Dale Scott, had been suspecting for a long time. The CIA was fighting back. This was a well orchestrated, long-term covert operation - exactly what the CIA does all over the world.


Willing disclosure of the identity of a covert operative is a serious felony under Federal law, punishable by fine and/or imprisonment. The Intelligence Identities Protection Act of 1982 makes it a crime for anyone with access to classified information to intentionally disclose information identifying a covert operative. The penalties get worse for doing it to a deep cover Direcorate of Operations (DO) case officer (as opposed to an undercover DEA Agent).

After John Ashcroft was forced to recuse himself from the case, Patrick Fitzgerald, the U.S. Attorney in Chicago, was transferred to Washington and appointed special prosecutor in the Plame case.

Robert Novak, rightly standing by the journalistic code of ethics, has steadfastly refused to identify his White House source. We would do the same thing in his shoes. The investigation is nearing a climax with pending issuance of criminal indictments. Press reports citing sources close to the investigation have directly and indirectly pointed fingers at Dick Cheney and his Chief of Staff, Lewis "Scooter" Libby, as suspects.

Second clue: The criminal investigation of the Plame leak was investigated after a September 2003 formal request from the CIA, approved by George Tenet.

Not only was Plame's cover blown, so was that of her cover company, Brewster, Jennings & Associates. With the public exposure of Plame, intelligence agencies all over the world started searching data bases for any references to her (TIME Magazine). Damage control was immediate, as the CIA asserted that her mission had been connected to weapons of mass destruction.

However, it was not long before stories from the Washington Post and the Wall Street Journal tied Brewster, Jennings & Associates to energy, oil and the Saudi-owned Arabian American Oil Company, or ARAMCO. Brewster Jennings had been a founder of Mobil Oil company, one of Aramco's principal founders.

According to additional sources interviewed by Wayne Madsen, Brewster Jennings was, in fact, a well-established CIA proprietary company, linked for many years to ARAMCO. The demise of Brewster Jennings was also guaranteed the moment Plame was outed.

It takes years for Non-Official Covers or NOCs, as they are known, to become really effective. Over time, they become gradually more trusted; they work their way into deeper information access from more sensitive sources. NOCs are generally regarded in the community as among the best and most valuable of all CIA operations officers and the agency goes to great lengths to protect them in what are frequently very risky missions.

By definition, Valerie Plame was an NOC. Yet unlike all other NOCs who fear exposure and torture or death from hostile governments and individual targets who have been judged threats to the United States, she got done in by her own President, whom we also judge to be a domestic enemy of the United States.

Moreover, as we will see below, Valerie Plame may have been one of the most important NOCs the CIA had in the current climate. Let's look at just how valuable she was.


According to an April 29, 2002 report in Britain's Guardian, ARAMCO constitutes 12% of the world's total oil production; a figure which has certainly increased as other countries have progressed deeper into irreversible decline.

ARAMCO is the largest oil group in the world, a state-owned Saudi company in partnership with four major US oil companies. Another one of Aramco’s partners is Chevron-Texaco which gave up one of its board members, Condoleezza Rice, when she became the National Security Advisor to George Bush. All of ARAMCO’s key decisions are made by the Saudi royal family while US oil expertise, personnel and technology keeps the cash coming in and the oil going out. ARAMCO operates, manages, and maintains virtually all Saudi oil fields – 25% of all the oil on the planet.

It gets better.

According to a New York Times report on March 8th of this year, ARAMCO is planning to make a 25% investment in a new and badly needed refinery to produce gasoline. The remaining 75% ownership of the refinery will go to the only nation that is quickly becoming America's major world competitor for ever-diminishing supplies of oil: China.

Almost the entire Bush administration has an interest in ARAMCO.

The Boston Globe reported that in 2001 ARAMCO had signed a $140 million multi-year contract with Halliburton, then chaired by Dick Cheney, to develop a new oil field. Halliburton does a lot of business in Saudi Arabia. Current estimates of Halliburton contracts or joint ventures in the country run into the tens of billions of dollars.

So do the fortunes of some shady figures from the Bush family's past.

As recently as 1991 ARAMCO had Khalid bin Mahfouz sitting on its Supreme Council or board of directors. Mahfouz, Saudi Arabia's former treasurer and the nation's largest banker, has been reported in several places to be Osama bin Laden's brother in law. However, he has denied this and brought intense legal pressure to bear demanding retractions of these allegations. He has major partnership investments with the multi-billion dollar Binladin Group of companies and he is a former director of BCCI, the infamous criminal drug-money laundering bank which performed a number of very useful services for the CIA before its 1991 collapse under criminal investigation by a whole lot of countries.

As Saudi Arabia's largest banker he handles the accounts of the royal family and - no doubt - ARAMCO, while at the same time he is a named defendant in a $1 trillion lawsuit filed by 9/11 victim families against the Saudi government and prominent Saudi officials who, the suit alleges, were complicit in the 9/11 attacks.

Both BCCI and Mahfouz have historical connections to the Bush family dating back to the 1980s. Another bank (one of many) connected to Mahfouz - the InterMaritime Bank - bailed out a cash-starved Harken Energy in 1987 with $25 million. After the rejuvenated Harken got a no-bid oil lease in 1991, CEO George W. Bush promptly sold his shares in a pump-and-dump scheme and made a whole lot of money.

Knowing all of this, there's really no good reason why the CIA should be too upset, is there? It was only a long-term proprietary and deep-cover NOC - well established and consistently producing "take" from ARAMCO (and who knows what else in Saudi Arabia). It was destroyed with a motive of personal vengeance (there may have been other motives) by someone inside the White House.

From the CIA's point of view, at a time when Saudi Arabia is one of the three or four countries of highest interest to the US, the Plame operation was irreplaceable.

Third clue: Tenet's resignation, which occurred at night, was the first "evening resignation" of a Cabinet-level official since October 1973 when Attorney General Elliott Richardson and his deputy, William Ruckelshaus, resigned in protest of Richard Nixon's firing of Watergate special prosecutor Archibald Cox. Many regard this as the watershed moment when the Nixon administration was doomed.


Given that energy is becoming the most important issue on the planet today, if you were the CIA, you might be a little pissed off at the Plame leak. But there may be justification to do more than be angry. Anger happens all the time in Washington. This is something else.

One of the most important intelligence prizes today - especially after recent stories in major outlets like the New York Times reporting that Saudi oil production has peaked and gone into irreversible decline - would be to know of a certainty whether those reports are correct. The Saudis are denying it vehemently but they are being strongly refuted by an increasing amount of hard data. The truth remains unproven. But the mere possibility has set the world's financial markets on edge. Saudi Oil Minister Ali Naimi came to Washington on April 27th to put out the fires. It was imperative that he calm everybody's nerves as the markets were screaming, "Say it ain't so!"

Naimi said emphatically that there was nothing to worry about concerning either Saudi reserves or ARAMCO's ability to increase production. There was plenty of oil and no need for concern.

FTW covered and reported on that event. Writer and energy expert Julian Darley noted that there were some very important ears in the room, listening very closely. He also noted that Naimi's "scientific" data and promises of large future discoveries did not sit well many who are well versed in oil production and delivery.

If anybody has the real data on Saudi fields it is either ARAMCO or the highest levels of the Saudi royal family.

The answer to the Saudi peak question will determine whether Saudi Arabia really can increase production quickly, as promised. If they can't, then the US economy is going to suffer bitterly, and it is certain that the Saudi monarchy will collapse into chaos. Then the nearby US military will occupy the oilfields and the U.S. will ultimately Balkanize the country by carving off the oil fields - which occupy only a small area near the East coast. That U.S. enclave would then provide sanctuary to the leading members of the royal family who will have agreed to keep their trillions invested in Wall Street so the US economy doesn't collapse.

So far the Saudis haven't had to prove that they could increase production due to convenient terror attacks at oil fields, and more "debates" within OPEC.

Fourth clue: Bush and Cheney have both hired or consulted private criminal defense attorneys in anticipation of possible indictments of them and/or their top assistants in the Plame investigation. On June 3, just hours before Tenet suddenly resigned, President Bush consulted with and may have retained a criminal defense attorney to represent him in the Plame case.

According to various press reports Bush has either retained or consulted with powerhouse attorney Jim Sharp, who represented Iran-contra figure retired Air Force Major General Richard Secord; Enron's Ken Lay; and Watergate co-conspirator Jeb Stuart Magruder. All three were facing criminal rather than civil charges. Either way, a clear signal has been sent that Bush expects to be either called to testify (which was a precursor in Watergate to a criminal indictment of Richard Nixon) or be named as a defendant. Either way, the President's men are falling faster than their counterparts fell in Watergate, and the initial targets are much higher up the food chain.

Cheney's attorney is Terrence O'Donnell, a partner of the Williams and Connolly law firm. O'Donnell worked for then White House chief of staff Cheney in the Ford administration and as General Counsel for the Pentagon when Cheney was Defense Secretary under the first President Bush. He has been representing the Vice President in criminal and civil cases involving Cheney's chairmanship of Halliburton. These include a Justice Department investigation of Halliburton for alleged payment of bribes to Nigerian political leaders and a stockholders' fraud law suit against Halliburton. O'Donnell also represented former CIA director John Deutch when he was accused of violating national security by taking his CIA computer home and surfing the Internet while it contained hundreds of highly-classified intelligence documents.


Now, seemingly all of a sudden, Bush and Cheney are in the crosshairs. Cheney has been questioned by Fitzgerald within the last week.

The CIA Director's job by definition, whether others like it or not, is to be able to go to his President and advise him of the real scientific data on foreign resources (especially oil); to warn him of pending instability in a country closely linked to the US economy; and to tell him what to plan for and what to promise politically in his foreign policy. In light of her position in the CIA's relationship with Saudi Aramco, the outing of Valerie Plame made much of this impossible. In short, the Bush leak threatened National Security.

Former White House Counsel and Watergate figure John Dean, writing for the prestigious legal website on June 4th made some very ominous observations that appear to have gone unnoticed by most.

This action by Bush is a rather stunning and extraordinary development. The President of the United States is potentially hiring a private criminal defense lawyer. Unsurprisingly, the White House is doing all it can to bury the story, providing precious little detail or context for the President's action…

…But from what I have learned from those who have been quizzed by the Fitzgerald investigators it seems unlikely that they are interviewing the President merely as a matter of completeness, or in order to be able to defend their actions in front of the public. Asking a President to testify - or even be interviewed - remains a serious, sensitive and rare occasion. It is not done lightly. Doing so raises separation of powers concerns that continue to worry many…

…If so - and if the person revealed the leaker's identity to the President, or if the President decided he preferred not to know the leaker's identity. - Then this fact could conflict with Bush's remarkably broad public statements on the issue. He has said that he did not know of "anybody in [his] administration who leaked classified information." He has also said that he wanted "to know the truth" about this leak.

If Bush is called before the grand jury, it is likely because Fitzgerald believes that he knows much more about this leak than he has stated publicly.

Perhaps Bush may have knowledge not only of the leaker, but also of efforts to make this issue go away - if indeed there have been any. It is remarkably easy to obstruct justice, and this matter has been under various phases of an investigation by the Justice Department since it was referred by the CIA last summer…

…On this subject, I spoke with an experienced former federal prosecutor who works in Washington, specializing in white collar criminal defense (but who does not know Sharp). That attorney told me that he is baffled by Bush's move - unless Bush has knowledge of the leak. "It would not seem that the President needs to consult personal counsel, thereby preserving the attorney-client privilege, if he has no knowledge about the leak," he told me.

What advice might Bush get from a private defense counsel? The lawyer I consulted opined that, "If he does have knowledge about the leak and does not plan to disclose it, the only good legal advice would be to take the Fifth, rather than lie. The political fallout is a separate issue."

I raised the issue of whether the President might be able to invoke executive privilege as to this information. But the attorney I consulted - who is well versed in this area of law - opined that "Neither 'outing' Plame, nor covering for the perpetrators would seem to fall within the scope of any executive privilege that I am aware of."

That may not stop Bush from trying to invoke executive privilege, however - or at least from talking to his attorney about the option. As I have discussed in one of my prior columns, Vice President Dick Cheney has tried to avoid invoking it in implausible circumstances - in the case that is now before the U.S .Supreme Court. Rather he claims he is beyond the need for the privilege, and simply cannot be sued. [Emphasis added]

Suffice it to say that whatever the meaning of Bush's decision to talk with private counsel about the Valerie Plame leak, the matter has taken a more ominous turn with Bush's action. It has only become more portentous because now Dick Cheney has also hired a lawyer for himself, suggesting both men may have known more than they let on. Clearly, the investigation is heading toward a culmination of some sort. And it should be interesting.

Last and final clue: Under Executive Privilege, a principle intended to protect the constitutional separation of powers, officials in the Executive Branch cannot give testimony in a legal case against a sitting President. The Bush administration has invoked or threatened to invoke the privilege several times. Dick did it over the secret records of his energy task force and George Bush tried to use it to prevent Condoleezza Rice from testifying before the "Independent" Commission investigating September 11th.

Former officials of the Executive Branch are, however, free to testify if they are no longer holding a government office when subpoenaed or when the charges are brought.

The Bush administration has proved itself to be an insular group of inept, dishonest and dangerous CEO's of the corporation known as America. They have become very bad for business and the Board of Directors is now taking action. Make no mistake, the CIA works for "The Board" - Wall Street and big money. The long-term (very corrupt and unethical) agenda of the Board, in the face of multiple worsening global crises, was intended to proceed far beyond the initially destructive war in Iraq, toward an effective reconstruction and a strategic response to Peak Oil. But the neocons have stalled at the ugly stage: killing hundreds of thousands of people; destroying Iraq's industrial and cultural infrastructure as their own bombs and other people's RPGs blow everything up; getting caught running torture camps; and making the whole world intensely dislike America.

These jerks are doing real damage to their masters' interests.

But (not surprisingly) Tenet and the CIA were and remain much better at covert operations and planning ahead than the Bush administration ever was. Tenet and Pavitt actually prepared and left a clear, irrefutable and incriminating paper trail which not only proves that they had shunned and refused to endorse the documents, the CIA also did not support the nuke charges and warned Bush not to use them.

Where are those documents now? They're part of the Justice Department Plame investigation - and they're also in the hands of the Congressman who will most likely introduce and manage the articles of impeachment, if that becomes necessary: Henry Waxman (D), of California. There are a multitude of signs that the Bush administration is being "swarmed" in what is becoming a feeding frenzy as opposition is surfacing from many places inside the government, including the military. The signs are not hard to find.

The June 3rd issue of Capitol Hill Blue, the newspaper published for members of Congress, bore the headline "Bush Knew About Leak of CIA Operative's Name". That article virtually guaranteed that the Plame investigation had enough to pursue Bush criminally. The story's lead sentence described a criminal, prosecutable offense: "Witnesses told a federal grand jury President George W. Bush knew about, and took no action to stop, the release of a covert CIA operative's name to a journalist in an attempt to discredit her husband, a critic of administration policy in Iraq."

A day later, on June 4th Capitol Hill Blue took another hard shot at the administration. Titled "Bush's Erratic Behavior Worries White House Aides", the story's first four paragraphs say everything.

President George W. Bush's increasingly erratic behavior and wide mood swings has the halls of the West Wing buzzing lately as aides privately express growing concern over their leader's state of mind.

In meetings with top aides and administration officials, the President goes from quoting the Bible in one breath to obscene tantrums against the media, Democrats and others that he classifies as "enemies of the state."

Worried White House aides paint a portrait of a man on the edge, increasingly wary of those who disagree with him and paranoid of a public that no longer trusts his policies in Iraq or at home.

"It reminds me of the Nixon days," says a longtime GOP political consultant with contacts in the White House. "Everybody is an enemy; everybody is out to get him. That's the mood over there."

The attacks have not stopped. On June 8th, the same paper followed with another story headlined, "Lawyers Told Bush He Could Order Suspects Tortured".

Journalist Wayne Madsen, a Washington veteran with excellent access to many sources has indicated for this story that the Neocons have few remaining friends anywhere. All of this is consistent with a CIA-led coup.

Ahmed Chalabi

Madsen reported that the Plame probe comes amid another high-level probe of Pentagon officials for leaking classified National Security Agency cryptologic information to Iran via Iraqi National Congress head Ahmed Chalabi. FBI agents have polygraphed and interviewed a number of civilian political appointees in the Pentagon in relation to the intelligence leak, said to have severely disrupted the National Security Agency's ability to listen in on encrypted Iranian diplomatic and intelligence communications.

Chalabi's leak has once again forced Iran to change equipment, resulting in impaired U.S. intelligence gathering of Iran's sensitive communications. The probe into the Chalabi leak is centering on Pentagon officials who have been close to Chalabi, including Office of Net Assessment official Harold Rhode, Director of Policy and Plans officials Douglas Feith and William Luti, Undersecretary for Intelligence Stephen Cambone, and Deputy Defense Secretary Paul Wolfowitz. In addition, some former Pentagon advisers are also targeted in the probe.

Many press reports throughout 2003 indicated that Chalabi, distrusted and virtually discarded by the CIA, had been resurrected and inserted into the Iraqi political mix on the orders of Donald Rumsfeld, Paul Wolfowitz and the other Neocons listed above.

Abu Ghraib and Torture

A former CIA official told Madsen that between the Plame leak and the Abu Ghraib torture affair, the Bush administration is facing something that will be "worse than Watergate."


If both Bush and Cheney are removed or resign, what happens? Madsen reported that lobbyists and political consultants in Washington are dusting off their copies of the Constitution and checking the line of presidential succession.

One lobbyist said he will soon pay a call on Alaska Republican Senator Ted Stevens, who, as President pro tem of the Senate, is second in line to House Speaker Dennis Hastert to become President in the event Bush and Cheney both go.

It is one of the greatest ironies of the Plame affair that the Bush administration, spawned and nurtured by oil, might have committed suicide by vindictively, cruelly and unthinkingly exacting personal retribution on an intelligence officer who had committed no offense, and who was, quite possibly, providing the administration with critical oil-related intelligence which the President needed to manage our shaky economy and affairs of state for a while longer to squeak through to re-election. In our opinion, nothing better epitomizes the true nature of the Neocons.

Since Christians first found themselves in control of an empire in AD 313, they've grappled with the ethics of war and state violence. Christian leaders are obliged to protect their citizens, by military force if need be. But how does this obligation square with the example of Jesus, who chose death over violent resistance? 1500 years of theological pondering on this question have given us the Just War tradition, which sets out the circumstances under which Christians can legitimately take up arms. But the times are changing fast. How useful is Just War theory today, in addressing such conflicts as America/Iraq and the "war against terror"?

David Rutledge: Hello, and welcome to Encounter. And welcome to the first program in Encounter’s Ethos series. I’m David Rutledge, and on the first Encounter of every month, I’ll be presenting a program specially dedicated to ethics – looking how we live, how we perhaps want to live but don’t, and exploring the role that religious traditions play in clarifying the issues – or perhaps blurring them, as the case may be.

This week, as clouds gather over the Middle East, we’re looking at war.

Stanley Hauerwas: What I think Christianity is about, is always learning how to die early for the right reasons. And Americans just – that’s a thought that is unthinkable.

John Elford: The morals of Jesus aren’t a blueprint for evermore. Jesus’ message is a message about the imminence of the Kingdom of God. But the great thing about Christian religion – as other great religions of the world – it goes on developing.

David Rutledge: British theologian and author John Elford, and before him American pacifist Stanley Hauerwas, and we’ll be hearing more from both of them later in the program.

Much of the theology and the politics of the last couple of months in the West has invoked the just war tradition, and specifically the question of whether or not an attack on Iraq would be in keeping with just war principles. And by now most of us have heard those principles set out: for a war to be morally justified, there has to be just cause, it has to be declared by a proper authority and for the right reasons, it has to be waged as a last resort, and there has to be a reasonable chance of success. A just war is also one in which harm to civilians is minimised – you can’t just go in and indiscriminately carpet-bomb cities and villages, even if there are enemy soldiers hiding in them.

Just war is one of the great traditions of Christian ethics, with a history stretching back to St Augustine in the 4th century – but it really took root in Western politics as a response to the horrors of religious war. After centuries of butchery in the name of God – culminating in the wars of the early 1600s that turned central Europe into a bloodbath for thirty years – any philosophy that set moral limits on human savagery seemed worth pursuing.

James Johnson: The just war tradition – all the way back into the Middle Ages, from the time it first came together and then began developing on – was never easy with the idea of war for religion. and in fact, as early as the 13th century, the medieval canonists rejected the authorisation of war by any religious leader except the Pope, and even then, only under very very restricted circumstances – so restricted that in fact subsequent Popes really never were allowed to authorise the use of force. So the uneasiness with the use of force on behalf of religion goes back very very early in the just war tradition. And it’s essentially a way of saying “no, never again, we’re not going to have this kind of carnage, this kind of fratricidal combat ever again, and the reason we had it was because we allowed religion to rule politics – and we’re not going to let that happen again”.

David Rutledge: That’s James Turner Johnson, a religious historian based at Rutgers University in New Jersey. He’s the author of a number of books on Western and Islamic traditions of war. Well when we think of Islamic traditions of war, the word jihad springs immediately to mind, and right at the moment in the popular imagination, jihad is more or less a byword for terrorism. Even a more considered assessment of jihad will still equate it with religious war, and we in the West generally associate religious war with the dark days before the Enlightenment. But James Johnson points out that jihad has its own just war tradition, it’s a tradition that limits when and how war might be waged, and it throws some interesting light on the legitimacy of the jihad currently being declared against the West by al-Qaeda.

James Johnson: There is an important tradition in Islam, going back to the time of the early Abbassid dynasty in the 9th/10th centuries, when the theorists of this period defined basically two kinds of jihad (meaning jihad of the sword): they defined it as being either a collective duty or an individual duty. Now, the jihad of the sword as a collective duty was very much a rule-governed activity. The Caliph or the Imam of the Muslim community had to declare it; it had to be announced to the people on the other side, so that they would have a chance to accept the sovereignty of the Islamic state without fighting, and if they did accept it, they couldn’t be fought against; there were very extensive rules having to do with non-combatants – and there’s essentially no important difference between the list of non-combatants you find in Islamic history, and the list of non-combatants you find in the just war idea. There were not many rules on the means you could use. The one thing that sort of leaps off the lage at you is concern that fire should not be used as a weapon, because that’s God’s weapon that he will use in the Last Days, when he judges between the good and the evil. But the whole notion that war is to be fought by the community meant that there were some who would fight and there were some who would stay home. And you would not fight against everybody among the enemy, you would only fight against those who were fighting against you, or capable of fighting against you.

Now, that’s the jihad of collective duty. There is this other kind of jihad, though, that comes to pass when you have a situation of emergency. Imagine that you and your family and your neighbours are living out on the edge of the Islamic territory, and you get up one morning, and here comes an army from the territory of war, marching across the boundary into the territory of Islam. What do you do? Do you send your youngest off to Baghdad to the Caliph, to raise an army to come out to fight? Well, yes, you do – you send your youngest off on your fastest camel or donkey to do that. But at the same time, you have an obligation as an individual to fight against this aggression – you, and in addition to you, all the people in the area you’re in, even people who would normally not be involved in fighting. So your wife must fight, your young children must fight, your aged father must get up off his sickbed and fight. And in this kind of emergency jihad, the rules are really pretty much out of the picture, because it’s assumed that everybody who’s engaging in the aggression is in fact somebody that you may lawfully kill.

David Rutledge: And this is essentially the kind of jihad that Osama bin Laden has invoked, then?

James Johnson: Exactly, exactly. That’s what I was going to say – and in fact I have written to that effect.

David Rutledge: That’s something we have to be very clear about, then, isn’t it – that September 11th and the related terrorist attacks are not part of the normative jihad tradition. They’re part of a kind of subsidiary jihad, or emergency jihad?

James Johnson: Yes. And we have to realise, too, I think, that the reason that the classical jurists – the jurists of the 9th and 10th centuries – didn’t spend a lot of time on this, is that thinking this thing through, it turns out that it’s pretty dangerous. Because it means that you’ve really abrogated the rule of law in your own society, in order to fight against this aggression. There’s a rule in collective jihad, jihad of collective duty, that a son must get permission from this father, and he must ask and get permission from his mother, not once but three times, before he can go to war. You don’t have to do this in the jihad of emergency duty, of individual duty. So the point that I’m trying to make is that the emergency is not to be understood as the way things ought to always be, because there are real problems for the structure, the order of the Islamic community itself.

David Rutledge: And is the main problem there, perhaps, the problem of legitimate authority, it seems that essentially anybody can declare an emergency jihad?

James Johnson: That’s exactly right. And in fact, that’s effectively what bin Laden and his lieutenants in that famous fatwa of 1998 did – they arrogated authority to themselves to make this judgement, and in so doing, they simply rode roughshod over all the standard kinds of authoritative appeals that one would make in an Islamic society.

John Howard: I believe that what we are doing is right. It’s not easy, this is a very difficult issue, but you have to make the judgement you believe to be in the best interests of your nation.

Alexander Downer: There are people, I think, very prominent in some sections of what I would call the pseudo-intellectual bourgeois left, who criticise the Australian government on these issues. But I always say to the pseudo-intellectual bourgeois left “you know, you are pseudo-intellectuals”. I think we get great value from our strong relationship with the United States, and I think one of the differences between the government and the opposition is that the opposition leader has decided, now, to go down the path of trying to weaken the relationship with the United States, for the sake of appeasing the anti-American pseudo-intellectual bourgeois leftist clique in Australia. And I grew out of all that when I left uni.

John Howard: I don’t think the mob – to use that vernacular – has quite made up its mind on this issue, and it can’t really make up its mind until we know what all the alternatives are.

David Rutledge: For all its religious history, Just War is inseparable from politics and political alliances – indeed it’s a political tradition through and through, it came about when Christians found themselves at the controls of an empire in the 4th century, and had to decide how to conduct the business of state – which includes waging war – while still remaining true to such Christian ideals as loving one’s neighbour. And so Just War principles are closely wedded to the practice of statecraft, and none more so than the question of who has the authority to declare a Just War.

As we seem to move closer and closer to a war against Iraq, this question becomes more and more difficult to answer – especially in democratic societies, where the elected leader officially represents the will of a nation of citizens, and their responsibility in the matter of waging war is far from clear. And then there’s the vexed question of the United Nations and its proper role in the decision-making process.

John Elford is Pro-Rector Emeritus at Liverpool Hope University College in the UK, he’s also a writer on Christian ethics and matters of war and peace. John Elford sees this conundrum of legitimate authority, as evidence that the Just War tradition is still very much a work-in-progress.

John Elford: This is central to the debate about Iraq – I mean, historically it illustrates the fact that just war is a developing tradition. It’s changed through the centuries, and the requirement for war only to be waged by lawful authority was a medieval one, basically to stop medieval princes from having private wars with each other. But of course, the whole question of lawful authority has changed tremendously in the present situation – and central to this is the role of the United Nations. Now, there are many people who think that war would only be morally permissible if there was a second resolution which unequivocally – in addition to Resolution 1441 – which unequivocally made the war immoral. I don’t actually take that view, I don’t think the United Nations is an instrument of world government. It’s a marvellous thing, thank God we’ve got it, long may it last – and better and better may it get – but it’s not an instrument of world government. And I don’t see that a second resolution would add to – or the absence of it detract from – the morality of military engagement in Iraq. We just can’t abdicate our consciences to an institution, marvellous though it is. We’ve got to dig deeper than this, and we’ve got to have the moral courage ourselves to decide what’s right and what’s wrong in this situation. So the lawful authority has got to be comprised, surely, of people in the free world, of good conscience, working collectively – first of all, principally, for the people of Iraq. I think you have to look across the participant nations, in a situation like this, and think “do they, of good conscience, and in freedom, constitute for this purpose a moral authority?” And I think it’s arguable that they do.

David Rutledge: John Elford. But what happens when the citizens of free nations oppose the war that their leaders wish to declare?

Igor Primoratz: When too large a gap exists between what a nation wants to be done, or not to be done, and what its democratically-elected leaders propose to do, then you may well wonder whether they should still go ahead and do it. And if they do, whether they’ll be doing it with full moral and political authority, so that in such situation, I suppose one of the things to be considered might be some kind of referendum.

David Rutledge: That’s Igor Primoratz, from the Centre for Applied Philosophy and Public Ethics at the University of Melbourne – he’s also affiliated with the Hebrew University in Jerusalem. Given the recent protests around Australia opposing a war against Iraq, does Igor Primoratz think that a referendum would be an effective means of measuring the Australian government’s moral authority to declare war?

Igor Primoratz: I think it would – because anyway, there’s no urgency, we’re not in the midst of war, we’re not being attacked, it’s merely a situation where the government is considering or perhaps preparing to go to war. There’s still time enough. And that would actually be, I think, an excellent way of settling the issue of whether the current government has a true, a substantive moral-cum-political mandate to go to war on behalf of Australia.

David Rutledge: What about the responsibility of citizens in all this? If we accept that in a democracy, sovereignty belongs to the people, and that the government is basically the agent of that people, then what moral responsibility do the Australian and American and British people bear for an unjust war – should such a war be waged?

Igor Primoratz: Well, in my view they bear an immense responsibility – and actually their situation is quite different to the situation of a citizen in a non-democratic state that is waging war. Because as you said, a democratic state wages war on behalf of its citizens, and therefore the citizens are ultimately responsible for the injustice, if the war being fought is an unjust war. Now, you might say “well, this sounds plausible if we’re talking about those citizens who have voted for the governing party, but does that apply to those who voted for the opposition, and who now don’t actively support the government?” And I’d say that it does, because participation in the political process in a democracy, commits you to whatever government is elected, even if you voted for the other party, which is now in opposition. The current government is your government, if you’re a citizen of a democracy and have taken part in voting. Now of course you may distance yourself, you may actually rid yourself of that responsibility – which is a grave responsibility – if you oppose the war to the best of your ability, or even if you’re not in a position to actually affect the course of events in any palpable measure, if you at least publicly dissociate yourself from your government and the war it is prosecuting. And that is why public protests against the war have such moral significance, I think. They may influence the government’s policies, they may not. If they don’t, they still have extreme moral and social and cultural and political significance – for one thing, they weaken the government’s political position. It can n longer present its warlike policies as being in accordance with the political will of the whole nation, because a part – perhaps a significant part – of the nation is saying “not in my name”.


John Howard: The bonds between Americans and Australians are as strong as they are genuine. America has no better friend anywhere in the world than Australia. We like each other, and we don’t mind saying so. The United States, over recent months, has won the admiration of the world. May God bless the peoples of America and Australia.

George W. Bush: This call of history has come to the right country. America is a strong nation, and honourable in the use of our strength. We exercise power without conquest, and we sacrifice for the liberty of strangers. Americans are a free people, and the liberty we prize is not America’s gift to the world, it is God’s gift to humanity.

Billy Graham: We’ve always needed God. God is our refuge and strength, therefore we will not fear, though the earth give way, and the mountains fall into the heart of the sea. “Fear not, for I am with thee. I will strengthen thee, and cause thee to stand upon my righteous omnipotent hand”. And this is going to be a day that we will remember as a day of victory. May God bless you all.

George W. Bush: For the brave Americans who bear the risk, no victory is free from sorrow. This nation fights reluctantly, and we dread the days of mourning that always come. We seek peace, we strive for peace, and if war is forced upon us, we will fight in a just cause, and by just means. And if war is forced upon us, we will fight with the full force and might of the United States military, and we will prevail.

David Rutledge: Well the full force of a nation’s military these days is a fearful thing, not just for opposing armies, but for any civilians who happen to get caught in the crossfire. And as military technology becomes more and more powerful, the protection of civilians from harm becomes central to any Just War debate. This has been the case ever since the invention of the crossbow, and it’s certainly the case today, when it’s possible to fight an entire war by raining bombs down on targets which may or may not be exclusively military – it can be hard to tell when you’re fifty thousand feet in the air. U.S. Defence Secretary Donald Rumsfeld says that the American military makes every effort to minimise civilian casualties, but that casualties are inevitable. Statistics are difficult to determine, but in the recent war against the Taliban in Afghanistan, civilian deaths are said to have numbered anything between a thousand and four thousand. Which sounds like a lot, but in fact this number may turn out to be very small compared to the toll in Iraq, should war go ahead there. Last month, a Pentagon official told America’s CBS News that the U.S. planned to hit Iraq with 800 cruise missiles in 48 hours, with the aim of reducing military capacity, and lowering the morale of the Iraqi population, making them unwilling to support Saddam Hussein.

I asked Igor Primoratz if this kind of strategy is blurring the Just War boundary between regrettable harm to civilians and intentional harm?

Igor Primoratz: Not necessarily. Because actually your intention includes whatever you aim at achieving. But here, we are talking about the harming of civilians, which is neither aimed at for its own sake, nor used as a means of achieving something else. There is foresight, although there is no intention to do it. now, whatever can be said by way of criticising the U.S. war effort in Afghanistan, I don’t think they can be seriously charged with intentionally killing and maiming and destroying. But the question, of course, is whether this unintentional (but still predicted) killing and maiming and destruction has been reduced to a minimum or not. And as a matter of fact, this collateral damage – as U.S. military jargon calls this – has been extremely high in Afghanistan. And that raises very, very serious moral question marks. Because of course it’s not the same as terrorism, it’s not terrorism, but it’s still very bad, because behind it is the same reckless or indifferent attitude to human life and limb which is behind the terrorists’ intentional harming of non-combatants or civilians.

David Rutledge: Indeed, you’ve written that killing civilians from a distance in the course of a just war – for example, as the U.S. did in its bombing campaigns in Afghanistan, and also in the Gulf War – you’ve said that this sort of thing is less morally repellent than terrorism, but not much less. You’re implying, I suppose, that it’s possible to fight a just war in such a way that you’re only a few steps up the moral ladder from terrorism?

Igor Primoratz: Well, that’s perhaps putting it a bit harshly. But of course, if you’re going to fight a just war, you not only have to have a just cause, and to satisfy some other moral requirements concerning the decision to go to war in the first place, but you also have to stick to the rules of war, and the central – the fundamental – among those constraints is the constraint of not harming civilians.

Now, if this were an absolute constraint, so that you may never, ever harm civilians in any way, then just war theory would actually no longer be a just war theory; it would to all intents and purposes evolve into some form of pacifism.

David Rutledge: Igor Primoratz, putting his finger there on a crucial point about Just War doctrine: it is a war doctrine – it accepts from the outset that wars are going to be fought, that innocent people are going to be killed, and that great suffering is going to attend the whole business. It simply provides a practical set of guidelines for waging war with as much moral legitimacy as possible under the circumstances. And so as part of the tradition of Christian ethics, Just War reflects the tension that’s always existed in Christianity between the political necessity to kill and the biblical commandment not to.

But as modern warfare becomes more and more horrific – and, in the case of the Iraq crisis, more and more dangerous to the global community at large – is it perhaps time for Christians to re-evaluate the Just War tradition? John Elford.

John Elford: I think the just war tradition helps us to exercise caution. I mean, I don’t know where else to be. You can be pacifist, of course, in response to this, and importantly so. And pacifists come from a great tradition – certainly in the Christian tradition, which I speak and write and pray in, they give marvellous witness to fundamental truths about the nature of God’s peace in this world, and in the kingdom of God. I am unfortunately not a pacifist. Now, once you say that, you say “well, now what do I do?” Well, you look around, and the tradition of the just war provides an articulation, an understanding, all the right cautions, to enable us to face awesome situations like this. I mean, I am personally horrified by war. My mother an I were bombed in the Second World War, planes still frighten me, and it is an awful and a terrible thing. But there are some states of human affairs that are worse than war, and if war is waged of strict necessity, according to the criteria of the just war, then I believe there can be necessary military action in certain circumstances.

David Rutledge: But have the practical demands of statecraft done something to Christian ethics which may not have been in keeping with what Jesus had in mind? I’m thinking of the fact that these days, absolute pacifism is rather a radical position for Christians to take. So how do you account for that shift in Christian ethics?

John Elford: Well, Jesus probably was a pacifist, I think. But the point about Christian morality, in relation to statecraft, is that Jesus didn’t profess a prescriptive morality. He travelled incredibly light when it came to moral baggage. People came to him time and time again with all sorts of loaded questions about “is it right to do this on the Sabbath, or is it right to do that?” And really, his answers to them all boiled down to one thing: before you do anything, go away and think very carefully about it. He gave us huge moral responsibility under God, and told us to exercise it to the best of our abilities. And of course the morals of Jesus aren’t a blueprint for evermore. The great thing about the Christian religion – as other great religions of the world – it goes on developing, and it goes on helping us to cope with ever-changing circumstances, helping us to say our prayers and trying to work out how we do the right thing. I mean, that for me is the exciting thing about Christianity, and I see that excitement in other religions, that we can live under God responsibly in the ever-changing circumstances of the present. And that’s what I believe the message of Jesus helps us to do.

David Rutledge: But where’s the significance of the Cross in this? If we accept that the central pillar of Christian theology is the story of a man who – regardless of what he said, what he did was he offered no resistance to those who wanted to kill him. So when Christians are called to take up their cross, doesn’t that mean taking the road to Calvary, if need be?

John Elford: Well it does, of course, and some Christians believe that, and we’ve been discussing them, pacifist Christians, and they’re an inspiration to us all. But if you’re not a pacifist, you have to stand back from that. You see, I think that the ultimate triumph of the Cross, of good over evil, will only be complete in the future kingdom of God. In this world, it is only partially complete. But we do know that by God’s grace, we can further the triumph of good over evil in this fallen world, and that’s where the just war theory – and pacifists, of course, and others – makes a contribution to the debate.

One of the most prominent Christian pacifist voices in the US at the moment is Stanley Hauerwas, from Duke University in North Carolina. His prominence – or notoriety, perhaps – was established by Time magazine in its “America’s Best” issue of 2001, which proclaimed Stanley Hauerwas as “America’s Best Theologian” and ran a profile on him, entitled Christian Contrarian. In that article, he called on Christians not to be defined by their political community, and he condemned “any and all forms of patriotism, nationalism and state worship”. Well that issue of Time magazine hit the newsstands on September 10th, just 24 hours before the terrorist attacks that dramatically altered the American psyche – and that suddenly put Stanley Hauerwas out on the radical fringe of American public life. I asked Stanley Hauerwas if there was anything in that article that he would have changed, had he known that history was about to take the turn that it did.

Stanley Hauerwas: No, not a thing. I suppose that the claim that radical pacifism and Christian non-violence means that you’re critical of all forms of patriotism – I don’t know that I’m critical of “all forms of patriotism”, because I don’t know what “all forms of patriotism” would look like. I’m certainly critical of the kind of patriotism that we find in America. That is the worst kind possible, because it’s not just a loyalty to the particularities of history and geography, but because of America’s basis within the fundamental norms of the Enlightenment – freedom, equality, abstractions like that – then that means American patriotism cannot help but be a form of imperialism. And that’s always the way it has been. And I think it’s one of the most dangerous forms – indeed it’s virulent on the world stage. Americans can’t understand – I mean, we just – Americans assume that if you just had enough education and enough money, you would want to be just like us – because we’re what free people look like. And therefore American patriotism, I think, is one of the worst forms that could possibly be present in the world.

I really think that in America now, we’re really being ruled by the Right. And I think that they have a view of the world that is just not going to be open to any evidence. And so they’re determined to do this. I really believe that this war was on the drawing tables of many of the people that came into the Bush administration. And I think that September 11th was their licence to do it. September 11th determinatively changed American politics, there is absolutely no question about that. The mid-term elections that we just had, in which the Republicans gained seats both in the Senate and the Congress, is really – I mean, that has never happened in America. That’s new. And I think it has everything to do with Americans’ desire for security. September 11th brought the world home to America – and they don’t like it, they just don’t like it. And they’re willing to go with anyone that’s going to promise safety. And that’s what Bush is offering them. I really believe, since I’m a Christian, that you always live in a world at risk. Indeed, what Christianity is about, is always learning how to die early for the right reasons. And Americans just – that’s a thought that is unthinkable right now. I think the American response to September 11th is exactly the other side of the Americans’ unbelievable support for crisis care medicine. They think that if we just get good enough at curing cancer, or good enough at doing something about people suffering heart attacks, or good enough with genetics today, then they’re going to get out of this life alive. It’s just not going to happen.

David Rutledge: Can we go back to just war for a minute? You made an interesting comment, that the just war tradition raises the right kinds of questions; but then the just war tradition is seemingly being invoked at the moment as a justification for war. The assumption seems to be that we can and do wage war, so how can we do it and still remain faithful to our Christian ideals. Now as a pacifist, do you think that that is legitimate? How do you evaluate the just war tradition?

Stanley Hauerwas: I’m certainly willing always to join serious just war thinkers in trying to think through what the implications of being a just warrior should be. But if you take the war on Iraq: why is America able to even imagine going to war in Iraq? It’s because we can. We’ve got all this unbelievable military power, so we can envision it, because we have the capacity for it. Now, the question is: did you get the capacity to wage that kind of war on just war considerations? Is the United States’ foreign policy a just war foreign policy? Is the United States’ military preparedness based on just war considerations? No way! They’re based on presuppositions, that you’d better have as much military might as you can, in a world of anarchy, because the one with the most weapons at the end, wins. Now, if just war people were more serious about raising questions about the implications of what just war would commit them to – for example, the war on terrorism could not possibly be a just war. I don’t even think it’s a war, I mean that’s a metaphorical use of the word “war” that comes from Americans’ views of – you know, the “war on drugs”, the “war on crime” – I mean, it’s just crap. Because what they need to think about is: just war is always about a political end, that you need to declare, so your enemy will know how they can resign and surrender. And so if you’re about annihilating your enemy, as we were in World War II – that is, we fought it for unconditional surrender – you can’t fight a just war for unconditional surrender, because you’re not trying to destroy your enemy, you’re only trying to stop your enemy from doing the wrong that you declared the war for. I mean, there can’t be a just war against terrorism, because you don’t even know who the enemy is, and you get to keep changing it, and the presumption that a just war should be in response to aggression: well, in what way is Iraq really threatening America? That hasn’t been shown at all. What Iraq threatens is American imperial hegemony in the world. How is that a criterion for just war? So I regard most of the people that are trying to give an account of why it is that the war against Iraq could meet just war criteria, as just an ideological cover for American realism. And notice: no one’s talking about the war on terrorism that much in America right now, because we lost it. Or at least, we haven’t won it. So instead, everyone’s talking about the war against Iraq, and so you’ve made the shift from the war on terrorism to the war against Iraq, which you’re going to win, and so Bush is not being held accountable for the mistaken strategy of ever declaring war against terrorism.

David Rutledge: Can I ask you what Christian texts you’re meditating on right now – which bits of the bible are you reading?

Stanley Hauerwas: Well, what I find absolutely crucial is reflecting on Christ’s death and resurrection. What that means is that God would rather die, God would rather have God’s own Son die, than to redeem the world through violence. And that central story is what Christians are about. I go to an Episcopal church, and after we finish the Mass, one of the prayers that I find a deep comfort is – I just have the Book of Common Prayer here – Eternal God, heavenly Father, you have graciously accepted us as living members of your Son, our saviour Jesus Christ. You have fed us with spiritual food, in the sacrament of His body and blood. Send us now into the world in peace, and grant us strength and courage to love and serve you, with gladness and singleness of heart, through Christ our Lord. Amen. Now, how could someone that prays that prayer every week at the Eucharistic sacrifice – and remember, the Eucharistic sacrifice is where we become part of Christ’s sacrifice for the world, so the world will know it’s got an alternative to violence – how can anyone that prays that prayer, week after week, run for the Presidency of the United States? It beats the hell out of me. You know, I’m not trying to call Christians out of being politically involved; I just want them to be there as Christians. And instead, what they get is they think they have a personal relationship with Jesus, which makes it OK for them to do anything that they damn well please, in the name of what’s important for national defence. Well, Jesus is a political saviour, and that prayer is a political prayer. And that’s the kind of seizing of the imagination I’m trying to help Christians regain in America. Because in America, Christians just cannot distinguish themselves – what it means to be Christian, they assume it goes hand in hand with what it means to be an American. And that’s just a deep mistake. But how to help Christians recover that difference is very difficult indeed.

David Rutledge: How much help are you getting in that from the American Christian leadership?

Stanley Hauerwas: Well, for example: the Methodist bishops have given a kind of statement against going to war pre-emptively. And you know, they want you to work through the UN, and that kind of thing. They don’t just come out and say “you do it, George, and your soul is going to Hell. Or your soul is already in Hell”. Which I wish they would do. But George Bush, on the whole, is just ignoring any of that kind of statement, because he knows it doesn’t represent the American Methodists. Most American Methodists assume “well. something needs to be done”, and they therefore wouldn’t follow the lead of their bishops. There’s been quite a number of statements by most of the mainstream religious bodies – you know, saying “go through the UN” and that kind of thing, but it’s had no effect. Because I think that Bush is right: most of the laity doesn’t know how to think about war at all. And the reason most Christian laity don’t know how to think about war at all, is because our religious leadership has never helped educate the American people. As a pacifist, when I go and lecture to churches about the ethics of war, and try to introduce them to just war considerations – because I think that just war is certainly a very serious alternative that people, if they do it seriously, it raises the right kinds of questions that ought to be raised – I usually get a hand stuck up, and someone says “no one’s every told me that Christians have a problem with war”. Isn’t that remarkable? I say “I know you’ve been betrayed. Fire your bishops”. The teaching office of the church has just been absent, over the years, about these kinds of matters.

David Rutledge: There was commentator in the journal First Things, who said that when Christian go off to fight a just war, they’re following Christ, but at a distance. And I wonder if, in your pacifism, you’re talking about something much more immediate, you’re talking about pacifism as the road to Calvary, if it has to be that way, as following Christ in such a way as to be led unresisting to a horrible death, if that’s what your Christianity calls you to do? Is that the kind of end that you have in mind?

Stanley Hauerwas: It certainly could be. I mean, what is the deep problem? The deep problem of Christian non-violence is: you must be willing to watch innocent people suffer for your convictions. Of course, that’s true. In the hard cases, it means it’s not just your death, it’s watching other people die, whom you might have been able to defend. Now of course, you want to try to do everything you can that would prevent that alternative. But you may have to envision that. But look: the just warriors are in exactly the same position. Hiroshima and Nagasaki, on just war grounds, were murder. There’s no other description for that. Just warriors need to argue that it would have been better for more people to die on the beaches of Japan, both Americans and Japanese, than to commit one murder. That’s what the position should be committed to holding. So of course, any account of serious attempt to morally control war, would mean that if you’re a just warrior, you’re going to have to watch the innocent suffer for your convictions – just like the pacifist does. But on the whole, most people who argue on just war grounds don’t want to acknowledge that. But they should.

David Rutledge: Do you think that one of the key problems for a message like yours, in America or in the world right now, is that when you talk about watching innocent people suffer in the course of a war, the most outstanding recent example of that is the deaths of thousands of Americans at the World Trade Centre and the Pentagon. And the most difficult thing in the world at the moment is for Americans to say “well, in the name of justice, we can’t allow those deaths to be the pretext for more deaths” – even though that’s right at the heart of Christian teaching?

Stanley Hauerwas: Well, I think that Americans simply cannot contemplate Americans getting to die as victims. And they want to turn their deaths into some good. And when they do that, you exactly betray – at least, as Christians – what we should have learned through the Cross: that the attempt to make life meaningful, even life that has died, through further violence, is absolutely futile. But we seem determined to want to do that, and I think we in the world will pay a great price for that. I mean, the price that Americans are going to have to pay for the kind of arrogance that we are operating out of right now, is going to be terrible indeed. And I think that when America isn’t able to rule the world, that people will exact some very strong judgements against America – and I think we will well deserve it.

This in spite of an unlawful Government-imposed media black-out on reporting The Hoser Files - the Fight Against Entrenched Official Corruption by name in mainstream newspapers and TV networks. The book that was first published in mid 1995 had a THE BOOK THE POLICE TRIED TO STOP BEING PUBLISHEDslow start to sales because of the forcible suppression of any media publicity and unlawful forcing of national book distributor Tower Books to recall all stock.

The general public who put of with the continuing corruption, whitewashes of complaints and so on have seen through the lies being perpetuated by the Victoria Police media unit and sought a more accurate appraisal of Police corruption in Victoria.

The Hoser Files is relatively unusual in that it doesn't open by detailing high-level corruption. Instead the book starts with the 'low-level' stuff and works it's way up the ladder showing that the Victorian Police force is rotten from the bottom to the top. That's not to say all Police are corrupt - far from it, but that the Victoria Police culture is and that those who don't bend to fit it will be ostracized or even worse face the sack and or other unlawful reprisals.

For those outside the Victoria Police the consequences of trying to fix the entrenched corrupt culture are usually far worse. They include the risks of being robbed, bashed, set-up and falsely charged with fictitious offences. All this and more has happened the author of The Hoser Files (Raymond Hoser) and this is where this book begins. The book shows how a totally average and law-abiding citizen can fall foul of the law for doing nothing more than complaining about criminals and their activity. At the time he made the complaints, Hoser didn't realize that those he was complaining about were Police protected criminals. What happened after that is covered in The Hoser Files. However it includes falsified charges, assaults, thefts, arson, fixing court cases by means including paying off a corrupt magistrate and more. The book then goes beyond Hoser's own experiences with corrupt Police to detail other similar cases to show that what happened to him was far from unique. In fact it was routine!!

The Hoser Files then details corruption in the law courts, Ombudsman's office and elsewhere. Corruption in these areas is essential to the maintenance of corrupt practices within the Victoria Police. I've been hearing a lot of talk about "bombing Afghanistan back to the Stone Age." Ronn Owens, on KGO
Talk Radio today, allowed that this would mean killing innocent people, people who had nothing to do with
this atrocity, but "we're at war, we have to accept collateral damage. What else can we do?" Minutes later I
heard some TV pundit discussing whether we "have the belly to do what must be done."

And I thought about the issues being raised especially hard because I am from Afghanistan, and even
though I've lived here for 35 years I've never lost track of what's going on there. So I want to tell anyone who
will listen how it all looks from where I'm standing.

I speak as one who hates the Taliban and Osama Bin Laden. There is no doubt in my mind that these
people were responsible for the atrocity in New York. I agree that something must be done about those

But the Taliban and Ben Laden are not Afghanistan. They're not even the government of Afghanistan. The
Taliban are a cult of ignorant psychotics who took over Afghanistan in 1997. Bin Laden is a political
criminal with a plan. When you think Taliban, think Nazis. When you think Bin Laden, think Hitler. And when
you think "the people of Afghanistan" think "the Jews in the concentration camps." It's not only that the
Afghan people had nothing to do with this atrocity. They were the first victims of the perpetrators. They
would exult if someone would come in there, take out the Taliban and clear out the rats nest of international
thugs holed up in their country.

Some say, why don't the Afghans rise up and overthrow the Taliban? The answer is, they're starved,
exhausted, hurt, incapacitated, suffering. A few years ago, the United Nations estimated that there are
500,000 disabled orphans in Afghanistan--a country with no economy, no food. There are millions of
widows. And the Taliban has been burying these widows alive in mass graves. The soil is littered with land
mines, the farms were all destroyed by the Soviets. These are a few of the reasons why the Afghan people
have not
overthrown the Taliban.

We come now to the question of bombing Afghanistan back to the Stone Age. Trouble is, that's been
done. The Soviets took care of it already. Make the Afghans suffer? They're already suffering. Level their
houses? Done. Turn their schools into piles of rubble? Done. Eradicate their hospitals? Done. Destroy
their infrastructure? Cut them off from medicine and health care? Too late. Someone already did all that.
New bombs would only stir the rubble of earlier bombs. Would they at least get the Taliban? Not likely. In
today's Afghanistan, only the Taliban eat, only they have the means to move around. They'd slip away and
hide. Maybe the bombs would get some of those disabled orphans, they don't move too fast, they don't
even have wheelchairs. But flying over Kabul and dropping bombs wouldn't really be a strike against the
criminals who did this horrific thing. Actually it would only be making common cause with the Taliban--by
raping once again the people they've been raping all this time.

So what else is there? What can be done, then? Let me now speak with true fear and trembling. The only
way to get Bin Laden is to go in there with ground troops. When people speak of "having the belly to do
what needs to be done" they're thinking in terms of having the belly to kill as many as needed. Having the
belly to overcome any moral qualms about killing innocent people. Let's pull our heads out of the sand.
What's actually on the table is Americans dying. And not just because some Americans would die fighting
their way through Afghanistan to Bin Laden's hideout. It's much bigger than that folks. Because to get any
troops to Afghanistan, we'd have to go through Pakistan. Would they let us? Not likely. The conquest of
Pakistan would have to be first. Will other Muslim nations just stand by? You see where I'm going. We're
flirting with a world war
between Islam and the West.

And guess what: that's Bin Laden's program. That's exactly what he wants. That's why he did this. Read his
speeches and statements. It's all right there. He really believes Islam would beat the west. It might seem
ridiculous, but he figures if he can polarise the world into Islam and the West, he's got a billion soldiers. If
the west wreaks a holocaust in those lands, that's a billion people with nothing left to lose, that's even better
from Bin Laden's point of view. He's probably wrong, in the end the west would win, whatever that would
mean, but the war would last for years and millions would die, not just theirs but ours.

Who has the belly for that? Bin Laden does. Anyone else?

Kirsten Garrett: In early November, the World Trade Organisation will meet again to
discuss the state of the world. This time the meeting is to be held in Qatar, a small
country, difficult to get to, and with no freedom of the press. So sensitive are these
WTO meetings now, it is difficult to hold them in a major centre, where protestors
and critics have easy access. Needless to say, the issues of free trade, privatisation
and the power of multinationals is a concern in communities across the world. And
so is the growing Third World debt, which is entrenching grinding poverty.

Sub-Saharan Africa, for example, has to pay $250-million each week to the West to
service its debt.

Two speakers recently toured Australia to speak on the subject. Activist, Columbian
priest and social justice campaigner, Father Brian Gore, and UK economist, Michael

I'm Kirsten Garrett and today on Radio National's Background Briefing, you'll hear
some of what they said about the effects of World Bank and IMF policies on the
developing world.

The urgency of the need for the debt to be forgiven was stressed, because it is
leading directly to the deaths of thousands of young children each day. First to speak
was Father Brian Gore.

Brian Gore: What could be more urgent than the fact
that every day 19,000 children under the age of five will
die because the debts have to be paid? Now that's only
children under the age of five, and we're not talking
about the 30-million slaves around the world, different
kinds and forms of slavery which are basically to do
with the whole issue of poverty in their countries. So I
suppose my conclusion is they don't care, that's just it.
And I don't care what Mr Wolfenston and the
protestations he and people like him make about their
concern for the poor (with their $250 a day dinner plate
while the poor are starving) and I think this is where we
have to be people of indignation. Strong, calling a spade a spade and not letting them
get away with their spins about their concern for the poor.

And after I called for a new class of crimes against humanity to be drawn up for those
people who force the poor of the world to pay their debts and in doing so, killing the
people. This is a new form of crime against the human family, and I think that's the
language we need to be using. Mr Blair and Mr Bush and all the other people who
proclaim to be people of compassion, they just don't care. What did they come up
with? They were going to give $100-billion in debt relief. We know that less than
$3-billion has actually been given in the last two years. $100-billion was only a
quarter of what was needed for the most highly indebted poor countries, and yet
they've only come up with less than $3-billion.

Then when Africa asked for AIDS help and they asked for $10-billion a year to do
something about it, they were promised something like $2.6-billion. It's tokenism. It's
crumbs from the rich man's table, that's what it is, crumbs from the rich man's table.
A few years ago, or many years ago, after I had come back to Australia from the
Philippines and I was going back to visit the Philippines; Marcos was gone, it was
my first trip back to the Philippines, and I visited my old parish. The picture they
showed me was that of a head of a person who had been killed by the vigilantes,
under Cory Aquino, to fight Communism. This was one of our parish leaders.

I was on my way to America and I brought that picture with me and I was invited to
New York and the Philippine Ambassador under Cory was there, and a whole group
of experts, and Jonathan Quickney was very good to me. He said, 'Well you know
Father, what would you like to say?' So I produced this picture, which was just
startling, and the Ambassador started to make this plea, 'You know Father, change
takes time.' And I looked at him and I said, 'Sir, the poor don't have time to wait. Their
timetable is their next meal. So don't talk to me about Rome wasn't built in a day, the
fact is that these people need debt relief, they need help now, not in three years'
time.' Meanwhile (and this is why I get particularly angry) a lot of the Christian
churches, a lot of the churches are not really pushing. I mean if there's any
justification for calling yourself a Christian, it's because you have care and
compassion for the poorest of the poor. And yet somehow it's not even impinging on

Let's get back to an economics which considers people and the poor at the centre of
the community. We've heard it so often that a government can be judged by its
policies and the way it treats the most vulnerable of its citizens. Now I've heard the
Governor-General say that on a number of occasions. A lot of people will say that
you can judge a government by how it responds to the most vulnerable of its citizens,
and that's what the poor are, the 7-million children a year who die; the slaves. Those
chocolate slaves in Africa. I mean this is all part of the policy of the IMF. The price of
cocoa went through the floor when they had to go on to the world market and now
they justify slavery by saying 'Well we must have slave labour because without it we
can't continue.' Which is not a great argument either. But I don't know whether you
saw that but it really wrenched at my guts when they were interviewing on the BBC
one of the young slaves who had been rescued. He was 15 years old, he had been
working for five years on a cocoa plantation on the Ivory Coast with a whole group of
other kids. He didn't even know where his home was. He was illiterate. He had been
sold. Well, he would have been told that he would be given work, and was taken and
put somewhere where he didn't even know where he was. And they said to him,
'What would you like to say to the people in the rich world who eat chocolate?' and
the kid said, he was 15 years old, illiterate, and he said, 'I would like them to know
how much I am suffering, and have suffered.' And then as a little addenda he said
'They are eating my flesh'. And that sent real shivers up my spine. 'They are eating
my flesh', and I love chocolate. So every time I eat a bar of chocolate now I really
have a pang of conscience, especially if it's Nestle. But even now Cadbury's, I can't
eat with a clear conscience. Those little jockeys from Bangladesh who are sold into
slavery into the Middle East. Sixty percent of them end up crippled or dead, five year
old kids are made to become jockeys, because that's the only thing their family can
do to survive, they think they're going to get, you know, if you say your kid's going to
be a jockey here, 'Oh great, he might run on Melbourne Cup. Terrific. Opportunities.'
But a five-year-old kid from Bangladesh ending up in the Middle East, either dead,
crippled or disappeared. Probably also becoming spare parts for this industry of
organ donations.

So I feel like taking people sometimes when I'm in church and I'm preaching and I
can see the resistance; I'd like to shake them and say, 'What if that was your child?
What if you had to sell your child into slavery just to exist?' Because it's not going on
here because it's far from us, we don't want to know about it, and even when we do
know about it, we don't want to do anything about it.

Kirsten Garrett: Father Brian Gore speaking in Australia in August about the

Brian Gore: People are dying. People are being sold into all forms of slavery, sex
slavery, carpets, you name it. They estimate 30-million slaves, most of
them women and children around the world, working in inhuman conditions, and many
of them in some of the big factories of multinationals. Now to me, that is something
that cries to heaven for vengeance. The plight of these people and yet we, in our
world, are not prepared to say, 'Hey, maybe we've got to do something about this.'
And what really makes me angry is when I hear George Bush get up and say to
the poor of the world, 'Sorry, we will not compromise on our standard of living, we
will not give in one iota if it is going to affect us in any way.' But to say that, demands
moral condemnation.
That you are not prepared to compromise or to accept a lower standard, or even to
forego something. All they've got to do is put down their temperature about a couple of
degrees in their homes in winter and they can save billions of dollars. They want to get
around in singlets inside the house, so they won't even wear a jumper. I mean I've lived
in the States, it's the most profligate way of life, and we are following that line. But it's
not sustainable.
So that urgency of realising that our standard of living has a direct relationship to their
lack of any basic necessities of life, and the fact that we belong to the rich 20%. And
that's why I say my job as a priest, as a missionary, when I come back here, is to
not comfort the afflicted, but the afflict the comfortable.

Now that's not very popular. It wasn't popular in the Philippines I can tell you, and it's
equally unpopular here, because don't want to be moved out of their space very often.
And suppose I'm trying to say to people, touch their conscience, touch their hearts
and say, 'This is just not acceptable, that we, the 20% have for our disposal more
than 86% of the world's goods, the world's wealth.' The bottom 20% have something
like 1.4%, so that divide has to be breached. And we can't say, 'Well you have to
wait until we get our act together' because we'll never get our act together. How much
more do we want, how much is enough? And as Rockefeller said, 'Always a little
more', when he was asked how much is enough for a millionaire, he said, 'A little
more is always a bit better than having what you've got.'

I was in Manila recently, I went to the local hospital down on the island where I was, I
saw the face of debt was there. Children were dying right before your eyes. The
hospital had no money. Why? Because there's no budget. Why? Because the
Philippines pays up to 40% of its budget on servicing its debts. Yes, there's
corruption in the Philippines. Yes, there's corruption in the hospital system, but you
know, there's also corruption at the other level, where the people who stand by and
do nothing in terms of the international community. We say we don't interfere in other
people's businesses, but we've been doing it since way back in colonial times. We've
interfered in their lives, their economies and everything, and now because it suits, we
say that we cannot interfere in their internal affairs. We're interfering the whole time.
One of the great things that's happening in the Philippines is, I suppose, that the
people are standing up, but they can't do it on their own, they need our support.
There needs to be that solidarity. The farmers in the old town where I was, they're
having marches against bio-piracy, for God's sake, the stealing of life forms, and
they're calling it bio-piracy. You've got these companies coming in such as Yves St
Laurent. They've bought one of the most aromatic flowers in Negros, they have the
patent for it. Now they're going to put up farms growing this flower. Meanwhile we're
not growing food for the people. And this is also where I think the people are saying
'This is not the kind of world that we want. We want to grow food for our people first,
we don't want to be growing sugar and coffee for export'. This is IMF and World Bank
policy, and therefore they must take responsibility for creating those economies and
the cheap prices that they get for for their exports.

Kirsten Garrett: The basic thrust of World Bank and IMF policies, the audience was
to hear later, are that these countries should borrow money, invest it in developing
their agriculture and industry, export the products of those investments, and then
repay the debt. This framework has not succeeded. Low prices, capital flight, and
currency fluctuations have meant that the debts have increased over the last 50
years, and some countries now pay 40% of their earnings in servicing their debts and
they owe more than ever. The economic chaos fuels corruption, civil wars and
exploitation. Father Brian Gore.

Brian Gore: You almost feel that they want Africa to die out. I've got that sort of
nasty suspicion that they don't care, because 'Well, if they all die off, then we can
have it to ourselves.' I mean that's an awful thought for a priest, but I do have those
terrible thoughts.

My conclusion is that they don't care. There's a moral dimension which I think is
destroying our world. If there is a lack of compassion (I don't care what religious
tradition you come from, or no religious tradition) if there is not a basic compassion
there for people, concern and care for people who are vulnerable, people who are
starving, people who are just surviving, then it's not really a world worth having. If we,
the dominant 20% only take for ourselves the vast majority of the goodness of the
earth, and at the same time pollute at a level of 40 times more than what anyone else
does in the Third World, then what sort of a society do we have? What's it saying
about us, as I think Salman Rushdie said, 'Let this be humanity's gift to itself, the
forgiveness of debt.' And I think Tim Winton said, 'We have to be capable of that
wonderful act of getting off those people's back by actually, as a first step only, the
cancellation, the wiping out of that immoral debt that is a burden around their necks.'
So I suppose that's my role in this debate, is to stir, to make people uncomfortable,
to make them feel that it is not morally acceptable for Christians especially, to claim
to be people who love one another, the basic commandment of the Christian Gospel,
that somehow to make them feel so uncomfortable that they'll have to do something
about it. And for other people too I suppose, to prick their conscience and say 'By an
act of history you are born here. What if you had have been born in Africa on the Ivory
Coast, or in Ghana? What if you had have been born in some of these other
countries?' What gives us the right, because of historical accident, to take for
ourselves all the wealth of the earth and pollute it and destroy it at a level which is not
sustainable? We have no right to do that. So I think we need to keep pushing that the
G8, the people who have it within their power, to actually do something about it. Not
next year, not when all these conditions are fulfilled, but now.

We need to keep the pressure on them, the moral pressure, that this is
unacceptable, that every day all these children are dying unnecessarily. It's not
acceptable that that can happen, and I just think the more we are outrageous in our
condemnation of what they are doing may be the better that they will listen. I don't
know. They're not listening when we speak with the nice pious terms like 'For the love
of God will you do this?' And they say, 'Oh yes, we'll do it one day.' I think we have to
make them feel like lepers, that they are a blotch on the escutcheon of the human
family, that these leaders who have it within their power to do something, and won't
do it. They keep postponing it, and even their promises are not being fulfilled.

I don't know what it is. It belies your sense of basic
fairness, that they can continue to do that. Partly I
suppose because they believe that the vast majority
of people feel just as apathetic. I think that's our job,
to make the ordinary person so outraged that this
becomes not only a voting issue, but it becomes an
issue for which we are willing to sort of maybe put our
life on the line, somehow. So let's call for (they
mightn't heed it, but we can at least say it anyway)
let's call for a new class of crimes against humanity,
let's keep pressuring them and saying, 'Hey, what you
are doing is worse than Slobodan Milosovech, it's worse than what happened in the
Holocaust, because you're killing these people as surely as you're taking a gun and
pushing it to the head. In fact using a gun might be more humane. Quicker and
humane, to put people out of their suffering.' I'm not advocating that of course, but
this idea that it's not violence, the violence of inaction, the violence of saying 'Oh, we
can't do anything about it'. That is violence, and therefore we have to make that
language very, very clear. So let's stand together and let's make our fellow
Australians and ourselves uncomfortable and say, 'Yes, we must do something about
it. There is an urgency because death and suffering is there around us.' Thank you

Kirsten Garrett: Father Brian Gore speaking at a seminar organised in Australia by
a group called Economic Reform Australia.

The next speaker was UK economist, Michael Rowbotham. He has specialised in
studying and writing about development economics and solutions to the effects of the
Third World debt. Part of Michael Rowbotham's work has been a far-reaching
analysis of economic history.

Michael Rowbotham: And I was appalled at the recurrent, perpetual mistakes that
had been made by the international community of nations when it comes to Third
World debt. You can't understand Third World debt… we can be outraged at it here,
as Father Gore has made us for the appalling results that it's having now, but it's
when you understand the full story of Third World debt, how it's been instituted, how
it's come about, and the motives possibly behind it, that your anger really starts to

Now this round of Third World debt started, you might say, at the end of
the war, when the powerful nations got together and decided the terms
of trade and the financial architecture that was going to govern international
trade after the war, and that was when the IMF and the World Bank
were set up. And they expected that the poorer nations, many of them were then
colonial, would need a source of development funds, and so the IMF and the World
Bank were set up, partly to adjust trade and partly as sources of funds. Now the
developing countries were offered a model, and that model was that they would
borrow money, they would invest that money within their economies, they would
export the products from that investment, and from those exports they would repay
their debts. Borrow, invest, export, repay. It's perfectly rational in whatever economic
system you care to choose. Classical, neo-classical, Keynsian, post-Keynsian;
whatever label you adhere to, that model is perfectly rational. It hasn't happened.

It isn't just an occasional failure, it's an invariable failure. There is no single country,
so far as I'm aware, that has ever cleared its debts to the World Bank and the IMF.
Borrow, invest, export, repay is a proven failure. Now if you have a model that fails
once or twice and has occasional successes you might look at the success stories,
and try and work out why the economies that are failing have not managed, but when
you have a model that's an invariable failure, you must address the terms of trade,
the terms of the loans, and the nature of that model. No responsibility for doing that
has been assumed.

Now to get a real impression of the change in outlook between today and 40 or 50
years ago, I'll just read you a couple of quotes. The optimism that tended the
countries that were achieving their independence, African countries for example. But
not only those. There were developed economies such as Argentina, Brazil, all
looking forward to a period of prosperity after the war. Some of them were relatively
developed, such as the South American countries. The African countries were
looking forward to a period of prosperity. There's a famous quote by Kwami Nkrumah,
Ghana's President. He prophesied in 1950 'If we get self government, we'll transform
the Gold Coat into a paradise in ten years.' They knew they had the natural
resources, the climatic advantages, the geographical potential to secure their own

The contrast with what has actually happened within 20 years when we had
comments such as this: 'Do not attempt to do us any more good, your good has
done us too much harm already. Please don't lend us any more money, not even if
we plead for another quick fix. If foreign aid stops, that will be the greatest service
they can do us.' What an extraordinary transformation in 20 years.

Now that 'borrow, invest, export, repay' is a very important aspect to remember,
because these countries are lent money in a single unit, or maybe in tranches, but
they are then left to export into the global economy in order to repay with all its
variables, all its changing currency values and changes of price.

Now there's another reason that we should look at Third World debt and criticise it:
there has been a media consensus that's developed over the last five years. There
has been a consensus developed that it is the corruption and economic
incompetence of the debtor nations that has led to this Third World debt, and the
inability to get out. So they're all incompetent, they're all corrupt. Well in fact if you
study the development literature of the last 40 or 50 years, you do find considerable
mention of corruption and incompetence, but it's not the developing countries who are
accused of the corruption and incompetence, it's the World Bank and the IMF time
and time and time again. The developing nations are accused of allowing capital flight
from their countries, but it was the IMF that went in and imposed the deregulatory
policies that allowed capital flight by the middle classes in the developing countries.
It was the IMF that imposed the austerity programs that plunged those economies
into depression so that people wanted to send the money out. The actual studies
conclude that capital flight a) has not been a significant factor sufficient to account for
Third World debt, and b) it's mainly attributable to IMF and World Bank policies.
Military spending. Well if you've got a civil war going on in your country, the result of
ten years grinding poverty, then do you blame the government for arming itself? And
the origins of those civil wars, largely lie, if you read Susan George, one of the great
commentators on Third World debt, is in the perennial poverty that has spread
throughout those countries. We have to get the story right. We end up blaming them
for military spending and capital flight, whereas before that came the policies that
generated the poverty that caused the military conflict and generated the capital
flight. The blame does not lie with them, if you look at the full story the blame lies
again with us, or our representatives. And as I say, there are thorough studies of all
these elements, and they do not conclude that capital flight, military spending,
corruption etc. are dominant causes, but because we get them in one or two
countries, we tar all of the developing world with the same brush. It's disgraceful.

Now I don't know if you've noticed, but there's something very odd about debt in the
modern world. Here we are talking about Third World debt, but we've got America,
with a national debt of $5.6-trillion, total public liabilities in excess of $13-trillion,
mortgages in excess of $5-trillion, and almost unaccountable commercial debts,
because their corporations produce rollover bonds in the global economy. Japan,
Australia, France, Germany, I mean these are all major debtor countries. In fact the
$2.2-trillion of Third World debt is just a drop in the ocean compared with the
aggregate debt of the more wealthy countries. There is something odd about debt in
the modern world.

Now the main reason for challenging Third World debt is that Third World debt is a
blatant misrepresentation of history. We are saying that they're in debt, that they owe
something to somebody else. But for decades now, we know that they have exported
the cheapest foodstuffs, agricultural products, minerals, raw materials, manufactured,
semi-manufactured goods, they've been persuaded not only to export their goods and
services and products. They've been persuaded to sell off, privatise, to export if you
like, their actual infrastructure. So they're selling off their docks, their technological
sectors, their Telecom, their private and public assets. Some of these countries are
virtually owned by corporations beyond their borders. They've exported all they've got,
and they've actually sold the manufacturing units that produce the exports. Now in
what possible sense can they be said to owe anything to anybody? They don't.

Now this is actually an economic contradiction of the greatest significance, and what
it shows is there has been a complete failure of trade accountancy. They have traded
and exported all these products, they have exported far more of value than they ever
bought with the loans that they were given. They borrowed money, they purchased
equipment and expertise to develop their economies. What they bought in is trivial
compared with what they've exported. Now that makes them creditors. In terms of the
balance of trade, they're the ones in credit. But they have a financial print-out that
says 'You're all in debt'. And this is a common conflict that you have with the
financial system and modern economics. I mean look at America, that poor country.
If you were to look at their financial print-out, you would think it was an impoverished
nation. If you were to go there, the obscenity of the wealth that they discard is just
extraordinary. Again we have this contradiction.

Kirsten Garrett: You're listening to an edited speech about the Third World debt by
economist Michael Rowbotham, and this is Background Briefing on Radio National.

Michael Rowbotham: What I want to do now is have a look at the issue of free
trade, because this is the agenda, and it's really important that we understand the
economics behind this because it makes us more and more angry. The issue of free
trade, which is the agenda that's been accepted by the more powerful nations, and
which has been the ethic under which we've conducted trade for the last 40 or 50
years. Now free trade has a theory behind it, and that theory is that if you allow these
nations to compete, then gradually the poorer nations will compete their way up to
the standard of living of the wealthy nations, which clearly hasn't happened. And the
main failing, if you like, of free trade is that there's been no protection of commodity
prices, and there has been a determined resistance by the World Bank, IMF, GATT,
the wealthy nations, to any form of agreement to do with commodity prices. What's
happened? Year after year, the commodity price goes down. It might be minerals, tin,
zinc, bauxite, it might be agricultural products, it might be computer chips, but there
is no agreed prices. So if there's a surplus, the price goes down. Now it's been
observed for packets of years you take sections of years, five years at a time, ten
years at a time, as a general rule the fall in commodity prices and the failure to get a
fair price has more than outweighed the aid that they've got. In other words, if they
protected commodity prices, they wouldn't have needed the extra debt, or the extra

Remember they were completely reliant on getting revenues, no protection for the
commodity prices. Meanwhile, the World Bank and the IMF sit there and say, 'Coffee
appears to be a good price commodity' and puts out general advice to the developing
country community, Coffee. I mean it's a schoolboy error. They replicate their advice
to a number of countries, they institute programs, and what happens? You get a glut
of coffee. What happens? The price falls. What happens? Do they get out of debt?
No, they don't. Should we be surprised? We should be angry. This is schoolboy
economics. You have to understand, if you institute an austerity program, structurally
adjust an economy, it goes into recession. Well that's a great way for an economy to
trade its way out of debt, isn't it. If they have their domestic businesses toppling like
dominoes, and they get picked off by the foreign multinationals. That's a great
strategy. They advance loans to them, in hard currencies, like dollars, francs, yen,
deutschmark, pound, and then what do they say? 'Deregulate your currencies and
allow them to float free.' What happened? The currencies go through the floor.

Now if your currency falls in value by a factor of five, if beforehand you had to export
20-million tonnes of grain, you now have to export 100-million tonnes of grain,
because you need dollars to pay back your debt. Now to combine loans in hard
currencies to advocate a free floating exchange rate, and to allow these currency
values to fall, it's trivial mistakes in economics. Now people have been pointing this
out for the last 20 or 30 years. The latest round is, of course, that they should
privatise, and sell off their assets to the international community of corporations. Well
that's a great plan, isn't it? Because they're in a position where because they're trying
to attract foreign investment, they put their taxes as low as possible. What happens
when a corporation comes in and produces goods and services in that country? Well
the tax revenues that go to the State, available for repayment, are nominal, the profits
are repatriated, the country gets nowhere and it simply becomes a manufacturing
outpost for the West.

Now all of this train of events which I've skirted over, there are numerous examples of
the most appalling blunders in economic advice, and yet they never review their
advice. Nobody wants there to be barriers to the exchange of goods between peoples
and nations, but if you have this entire agenda of free trade from commodities right
through to currencies, it's a dangerous scenario, and they know it. They're
economists who believe what they want to believe and reject the small print, which
has all the warnings in.

Now there's another element, this issue of debt. And the ubiquity of debt in the
modern economy. Now why is it that there is so much debt? If there wasn't enough to
astonish you and perhaps anger you in this catalogue of insanity to do with the World
Bank and the IMF, this issue of the debt-based financial system really is the cream
on the cookie. People think of money as being note and coin, but in fact note and
coin is only 3% of modern money. What is the other 97%? Well the other 97%
almost the dominant form of modern money has no other existence other than as
numbers. There's numbers in your bank account, my bank account, business bank
accounts, government bank accounts, because we don't use cash that much, it's just
a thin skin on the surface. Most money is transferred between accounts by cheque,
card, money transfers, whatever, and that money has no physical existence. Now
who produces that numerical money? It's entirely generated by commercial banks.
Banks make money, and they way they do it is they lend to borrowers. If you crash
your car and you haven't got $30,000 you can go to your bank, you can borrow
$30,000 and you think you're borrowing somebody else's money. You are not. The
bank is able to bank against its deposits at that time, and it will create $30,000 that
never existed before. You will buy your car, the person receiving that cheque will put
it into his account and hey presto, $30,000 extra has entered the Australian

We have to address Third World debt now, we have to address it because it's
backlashing on us. I mentioned Susan George earlier, she is not the only, but one of
the most prominent commentators on Third World debt, and she wrote a book called
'The Debt Boomerang' in which she pointed out how Third World debt rebounds on
us. Australia at the moment has problems with cheap imports of agricultural produce
coming from South East Asia. I gather there's been pressure on your steel industry
because of cheap steel coming from South East Asia destroying your domestic
agriculture and your domestic steel. So there's a loss to South East Asia and there's
a loss to you. Think of the lunacy of this situation. In South East Asia where they
cannot feed their own people, they're devoting land to producing food for you when
you can feed yourselves. In South East Asia when they need their own industrial
infrastructure and they need steel for their own purposes, they're undercutting your
market, when you can produce your own steel. They're destroying three ecosystems.
They're destroying their own ecosystem, your economic ecosystem, and the
planetary ecosystem with all this transport backwards and forwards. We have to
address this. And in between stands the multinational corporation which has a foot in
both camps if you like. They're able to cherrypick. They are able to cherrypick
amongst the developing nations and say, 'That's where I can produce that commodity
cheapest, that's where I can get that mineral cheapest, that's where I'll go.' And then
they can go to the more wealthy nations and upset their domestic and established
industries and they take the profit.

Of the 100 largest economies in the world, of the 100 largest economies, 51 of them
are multinationals. Ford is bigger than South Africa. Mitsubishi is bigger than
Sweden. They have this power to operate internationally, standing outside national
regulations, and to take advantage of the impoverishment of the developing nations.
Now another point, there is a gross misallocation of resources. Economics are
supposed to be efficient use of resources. That is one of their prime agenda if you
like, but the abuse of resources and the misallocation of land in the Southern
Hemisphere producing strawberries which are airlifted to East Anglia where I live, and
wiping out the local fruit farms there. I mean that is a misallocation of resources.
There is a price distortion. It means that wheat is grown at $10 a tonne in the
Southern Hemisphere but it costs $100 a tonne, but it's still wheat. There is a price
distortion that is introduced by Third World debt, and the economists have to address

Cancellation. Third World debt cancellation is simple. There have been numerous
mechanisms put forward for it, methods put forward for it. Just as we can have
different financial systems, this is all numbers and accountancy, banking is all
numbers and accountancy. If we want to cancel debts, we can. OK $2.2-trillion is
owed to other countries in various currencies. There is nothing to stop Britain,
America, France, whatever country produces those national currencies, the
governments can simply print them by fiat. They can be passed to the destinations
and channelled back to the IMF, the World Bank and commercial banks. If there's a
problem with inflation, you can raise the reserve requirements on banks and that
spending power, the banks can't then go on a spending spree. So you can produce
fiat money, it's simple. If banks can create money out of nothing, certainly
governments can. There are numerous ways that we can cancel Third World debt,
and this is where we come back to Father Brian Gore. He's right, he says they don't
care. In a sense they care very much. They don't want to cancel Third World debt
because we have an alliance between the World Bank, IMF, WTO, GATT, OECD,
American institutions and American corporate power, that is determined to keep the
developing countries opened up like a can of beans so we can get what we want. We
don't benefit from it, it isn't a question of us living more simply so that others can
simply live, it's the corporations that are profiting from it. We're losing our
environments, we're getting a lower quality of food that's been trucked half way round
the planet and tastes like pap, we're losing our local employment, we're getting
socially dysfunctional communities, we are paying the cost of Third World debt too.
That's the debt boomerang. And as has often been pointed out, we don't get cheap
coffee, we get full price coffee. The world was warned about Third World debt.
Everything I've talked to you about today was known and understand 50 years ago.
And if that doesn't make you angry, it sure as bloody hell makes me angry. Thank


Kirsten Garrett: There were many questions from the seminar audience. Several
people asked why the IMF, World Bank and G8 are so adamant that it can't be done
and shouldn't be done, when at the same time some world leaders are saying that it
can and should. Some small, slow debt relief has been granted, but it's very little.
Why? It's ideology, says Michael Rowbotham.

Michael Rowbotham: The problem is that these people are working to an economic
agenda that they absolutely believe, and you have to understand if you've studied any
economics you will know that neo-classical, rational economics, whatever you want
to define it as, is an enormous edifice of belief. It's a very tight system, it's a very
elegant system, a very independent, it's a massive system, and they believe in that
far more. So that when they apply their model to a country and they offer their advice
and things go wrong, well it can't be this wonderful creation of neo-classical
economics that's at fault, it has to be that the developing countries haven't adjusted
properly. So they do mean it. I think the World Bank and the IMF, there's a goodly
proportion of them really believe in what they're doing.' They've got to the point now
where the IMF recently held back on a section of loan to Turkey. They were going to
get that loan, provided they did the usual things, and they were asked to privatise
their television company, and they've got to the point now where the IMF baulked at
the board that they'd chosen, the board of directors for this private company. So they
got down to the point where they're interfering in the economy to the extent of
choosing the personnel, they're so concerned. But will they look at the overall model?

Kirsten Garrett: Another member of the audience asked since many economists
and world leaders think it is possible to drop the debt and that the present system is
unsustainable, where is the central thrust for refusal coming from? Michael

Michael Rowbotham: What I take your question to
be is the very thorny one: is there a conspiracy, is
there an agenda? And my answer to that is I don't
know. I'm occasionally tempted by both sides,
because as Father Brian says, you have a
considerable amount of desire to protect your own
self interest. You have a considerable amount also
of genuine mistake. These people believe in this
system so much and they keep getting it wrong. It's like people who believe in
Socialism, you try it again, State Socialism, you try it again it's still not working. Oh
well. And that's not to say I don't have those aspirations, I obviously have great social
concern. I don't actually believe in State Socialism and a planned economy but we
have this same thing with people believing in a system. So you have ignorance, you
have self-seeking. The question is right at the pinnacle, do you have genuine intent to
steer a course through history that would have created this? And I don't know, we
may never find out. If that is the case, it's restricted to a very small number of people,
but the important thing is this: I don't think for us it matters, because their conspiracy
and their power only exists for one reason and that is general ignorance. If we can
burst their bubble. Knowledge is power. Because this is an institutional violence and
this is a historical crime that is bigger than the Holocaust. We have to be angry. We
have to protest. But whether or not there is this conspiracy at the top, I think we
should ignore it, because otherwise we're in danger of coming out with an economic
program, and economic ideas which are not accepted, and at the same time we're
saying, 'And guess what? there's a bunch of aliens at the top there who are pulling
our strings'. And we just sound like. You know it's difficult enough to persuade people
that you are compus mentis and that you know your economics without
simultaneously coming across as some sort of crackpot. So let's keep to what we
know, which is we know about Third World debt, we understand it, and we know it
can be solved, and let the, if there are those bad boys there, just let them go away.

Researchers assigned to this project have diverse backgrounds and are trained in and associated with a variety of disciplines including electronics, communications and environmental engineering, general medicine, biomedical research, chemistry, government/political, NSA/CIA, and military theory and technology. A team of organized and dedicated professionals has devoted thousands of hours to this project over the past year, and read hundreds of scientific, government and military documents found in the public domain. Individual researchers have conducted in-depth investigation by other means, including direct observation and inquiry.


We will talk about four activeprojects ongoing in the atmosphere across America now.

The first project is designed to block and reduce the radiation from the sun to the earth with an aerosol emitted from aircraft. The aerosol is probably aluminum oxide or a compound that would have similar properties.

We will simply state here that there is a major upper level ozone crisis building without a permanent solution. Please click on the word ozone for a review of the ozone matter. Concerns are widespread and encompass all solar radiation including UV and solar flares. We cannot emphasize enough the serious nature of the ozone depletion to all aspects of life on this planet. Solar radiation can support disease in different forms and directly or indirectly damage the food supplies. UV rays can suppress the human immune system leaving the body vulnerable to many diseases caused by bacteria and viruses entering through or affecting the skin. We do not believe the cause for the ozone depletion has been addressed.

The typical ozone layer is 1/8 of an inch thick above the earth, the thickness of two pennies. In space, it's best not to envision the ozone layer as a distinct, measurable band. Instead, think of it in terms of parts per million concentrations in the stratosphere (the layer six to 30 miles above the Earth's surface).

The second and most secretive project is the United States Navy’s RFMP, Radio Frequency Mission Planner, military program. The RFMP is the system name given to a group of computer programs. One of the supporting subprograms within the RFMP system is called the VTRPE computer program. VTRPE is an acronym that stands for Variable Terrain Radio Parabolic Equation. It is a computer Radio Frequency propagation program that deals with radio waves and enables the RFMP system to visually see the battlefield terrain in 3 dimensions (3-D) on a television screen. The RFMP system also depends on satellites to feed their images of the battlefield into it, to then be combined with the battlefield picture painted from the ground, thus producing 3-D images.

By providing an extremely interactive and visual (television type radar screens) environment, the RFMP system allows the computer operator to develop familiarity with the “Radio Frequency” environment before a battlefield war mission occurs by playing a variety of “what-if” virtual warfare scenarios on his computer screen. Since all major modes of Radio Frequency propagation are modeled in his computer (RFMP system), special, sometimes counter-intuitive cases can be examined in detail and exploited during a warfare battle mission.

The VTRPE computer program only worked accurately over water and along coastal areas, but not over land masses because the system's radar waves required an atmospheric condition known as “ducting” to operate accurately.

The government and military solved the “ducting” problem by releasing an aerosol, a mixture of barium salts into the atmosphere over America. They made an atmospheric RF duct with a base of barium aerosol from aircraft. The chemical and electrical characteristics of the mixture will cause water moisture to stay in clouds. Again, the aerosol sets up an electrical and chemical environment that supports RF ducting for the RFMP / VTRPE warfare system. Fibers with barium may support ducting. The mixture of barium salt aerosol, when sprayed in a straight line, will also provide a ducting path from point A to point B and will enable high frequency communications along that path, even over the curvature of the earth, in both directions. Enemy high frequency communications can be monitored easier with the straight line A to B ducting medium.

Radio Frequency Mission Planner over Iraq and Saudi Arabia.

The third project also utilizes the mixture of barium salts in the atmosphere. Weather control is a project of the U.S. Air Force and utilizes Nikola Tesla concepts of radio frequency radiation (HAARP) against the ionosphere above the earth and to control the jet stream. Fragile life support systems in our environment are being manipulated, tested, and altered by government for military advantage. Air Force documents implied, “the risks are high but the rewards are worth it.” The mixture of barium salts, supporting moisture, is encouraged along the weather fronts and manipulated in a control fashion. It is believed microwave energy is also utilized in the weather control program. Weather data is also a required input to the VTRPE program of the RFMP system.

In the broadest sense, weather-control can be divided into two major categories: suppression and intensification of weather patterns. In extreme cases, it might involve the creation of completely new weather patterns, attenuation or control of severe storms, or even alteration of global climate on a far-reaching and/or long-lasting scale. In the mildest and least controversial cases it may consist of inducing or suppressing precipitation, clouds, or fog for short times over a region. Other low-intensity applications might include the alteration and/or use of near space as a medium to enhance communications, disrupt active or passive sensing, or other purposes. The primary areas include generation and dissipation of precipitation, clouds, and fog; modification of localized storm systems; and the use of the ionosphere and near space for space control and communications dominance.

It appears the Jet stream has been controlled.

Perfected weather control technology will enable a military to withhold rain, cause floods, cause drought, cause storms, withhold sunshine, damage food crops, and bring any country to its knees without firing a shot.

The fourth project in the atmosphere is the DARPA, Defense Advanced Research Projects Agency, biological detection and decontamination programs. The program also utilizes the mixture of barium salts as the base vehicle in aerosol along with special polymer fibers in the atmosphere. They have released biologicals into the atmosphere in trials, testing the detection and decontamination systems. BCTP oily - water liquid aerosol is considered a biological decontaminate.

It is believed that barium salt, polymer fibers, and other chemicals in the atmosphere are the physical irritants that are either directly or indirectly responsible for the recent nationwide epidemic increase in cases of nose bleed, asthma, allergies, pneumonia, upper respiratory symptoms, and a noticeable increase in arthritis symptoms, recently reported nationwide. Chemicals illegally sprayed into the atmosphere are producing atmospheric and ground conditions detrimental to human and animal health but favorable to the growth of harmful molds / fungus. These conditions are not conducive to good health. The soluble salts of barium, an earth metal, are toxic in mammalian systems. They are absorbed rapidly from the gastrointestinal tract and are deposited in the muscles, lungs, and bone. No case data is available from the medical community on the long term effects of barium in the human body.

The programs are secret because the Federal EPA and State Environmental Quality Agencies need to “not know” about what the by-products of the metabolites of biological, illegal and harmful agents are. It is for that reason the project has been declared secret from the citizens. It is all illegal under federal and state laws.

A mixture of barium salt, aerosol chemical trails are being deliberately discharged into the atmosphere from military and civilian registered aircraft over the continental United States at lower altitudes (compared to the aluminum, ozone effort aerosol at much higher altitudes). Selected commercial airliners have been modified and equipped with specialized aerosol dispersion devices. Aircraft emission of aerosol chemical trails is being consistently reported in several other countries worldwide.

This paper addresses the two main projects ongoing in the atmosphere. One is a sensitive experimental project and the other is a secret military project. The sensitive experimental project is a compound aerosol, possibly aluminum, dispersed at higher altitudes because of the ozone depletion. The main secret military, chemtrail project is the United States Navy’s, RFMP, Radio Frequency Mission Planner, and the subprogram, VTRPE, Variable Terrain Radio Parabolic Equation, computer propagation program. The old VTRPE subprogram has been updated and “enhanced” to function accurately over land with the enabler chemical aerosol, a mixture of barium salts in the atmosphere. The barium salt in the atmosphere acts as the facilitator electrolyte and allows the high tech., cutting edge advanced electronic systems to function in a military warfare environment. The VTRPE program would not accurately function without barium salt facilitating the RF “ducting” over land. (The RFMP supports the planning, simulation, training, and monitoring of Radio Frequency-related missions by integrating a wide variety of propagation models, environmental (weather) databases, and mission analyses.

These missions include:

1. signal detection, detection: 1. The recovery of information from an electrical or electromagnetic signal. Note: Conventional radio waves are usually detected by heterodyning, i.e., coherent reception/detection. In this method of reception/detection, the received signal is mixed, in some type of nonlinear device, with a signal from a local oscillator, to produce an intermediate frequency, i.e., beat frequency, from which the modulating signal is recovered, i.e., detected. The inherent instabilities of available optical sources have, until relatively recently, prevented practical use of coherent reception/detection in optical communication receivers. At present, coherent optical receivers, using sophisticated technology, are just beginning to emerge from the laboratory into the field. Virtually all existing optical receivers employ direct detection; that is, the received optical signal impinges directly onto a detector. Direct detection is less sensitive than coherent detection. 2. acquisition: 1. In satellite communications, the process of locking tracking equipment on a signal from a communications satellite 2. The process of achieving synchronization 3. In servo systems, the process of entering the boundary conditions that will allow the loop to capture the signal and achieve lock-on.

3. geolocation: The mathematical correspondence between image coordinates (line, sample) and geographic coordinates (lat., long.)

4. deconfliction: (DOD) A systematic management procedure to coordinate the use of the electromagnetic spectrum for operations, communications, and intelligence functions. Frequency deconfliction is one element of electromagnetic spectrum management. See also electromagnetic spectrum; electronic warfare; spectrum management.

5.basic communications system planning

6. meaconing: (DOD, NATO) A system of receiving radio beacon signals and rebroadcasting them on the same frequency to confuse navigation. The meaconing stations cause inaccurate bearings to be obtained by aircraft or ground stations. See also beacon.

7. interference, electromagnetic interference (EMI): Any electromagnetic disturbance that interrupts, obstructs, or otherwise degrades or limits the effective performance of electronics/electrical equipment. It can be induced intentionally, as in some forms of electronic warfare, or unintentionally, as a result of spurious emissions and responses, intermodulation products, and the like.

8. jamming, jamming to signal ratio (J/S): The ratio, usually expressed in dB, of the power of a jamming signal to that of a desired signal at a given point such as the antenna terminals of a receiver.

9.intrusion: The act of wrongfully entering upon, seizing, or taking possession of the property of another.

10.detection: The act of discovering or determining the existence, presence, or fact of Intrusion Detection; The act of discovering or determining the existence, presence, or fact of the wrongfully entering upon, seizing, or taking possession of the property of another. (acronym for 6,7,8,9 is “MIJI”, they are grouped together.)

By providing an extremely interactive and visual (radar screens) environment, the Radio Frequency Mission Planner, RFMP, allows the computer operator to develop familiarity with the Radio Frequency environment before a mission occurs by playing a variety of “what-if” virtual warfare scenarios on his computer screen. Since all major modes of RF propagation are modeled in his computer, (RFMP system), special, sometimes counter-intuitive, cases can be examined in detail and exploited during a mission. The RFMP can paint a 3-D picture of the battlefield using satellite and ground radar imaging techniques.

to make the VTRPE subprogram work accurately over land masses.
This system is far reaching and has great possibilities in warfare.
It is the most sophisticated coming together of high technical science
warfare in history. Satellite involvement as part of the RFMP system
is acknowledged.

Chemtrail aerosol was photographed by satellite over Iraq and Saudi Arabia, NOAA / NESDIS, NOAA-11, during the Gulf War. Also, the polymer fibers in the aerosol barium, in the atmosphere, can be used as an optical detection system to discover the presence of biological agents in the atmosphere.

The RFMP system is designed to support not only mission planning, but also RF-related mission training and simulation within the DIS community.

Variable Terrain Radio Parabolic Equation (VTRPE) computer program is used within RFMP as a subprogram to predict performance for frequencies between 100 MHz and 20 GHz. VTRPE is dependent on terrain data and will also approximate propagation through ducts over both land and water. VTRPE is a computationally intensive model.

The USS Enterprise and her battle group, off the coast of North Carolina, on March 20, 2001, (26,000 men in the fleet and on the coast) were testing and applying the RFMP/VTRPE ship and satellite imaging using the barium salts aerosol.

We know, in this exercise, they used the RFMP and barium salts and “weather control” to produce a storm at the time of the exercise. We know this happened because we had a person there! This event was never reported outside of the coastal area of North Carolina.

PAMLICO COUNTY — It’s a picture few of us ever want to see... military tanks surrounding a local prison, but that’s what happened at Pamlico Correctional Facility. The tanks are part of a NATO join task force exercise for the military. Eastern North Carolina is the enemy territory. More than 26,000 people are participating in this operation. Most of them are hundreds of miles off shore with the USS Enterprise’s battle group. The simulated war is to test satellite and aircraft imagery, as well as to prepare some of the troops for deployment. The exercise will continue throughout the week, all over Eastern North Carolina.

NEW BERN — When you woke up Wednesday morning, you more than likely saw downed tree limbs and flooded driveways. Emergency crews worked throughout the morning cleaning up debris due to high winds (65 mph) and heavy rains. Union Point Park was nearly under water. East Front Street and Oaks Road near the National Cemetery were virtually impassable. In some areas, emergency crews reported up to four feet of flooding. Manholes cracked, causing even more water to spew. One home in Dover was damaged due to a fallen tree.


Analyses within RFMP are performed by accessing computer algorithms that model propagation of signals as they travel away from the transmitting antenna. Some of the algorithms use complex physics and mathematics to calculate the results while others are based on experimental data that has been accumulated over many years. Some of the propagation programs available to the Radio Frequency Mission Planner are:

Damboldt: Damboldt is a high-frequency (HF) skywave model used to analyze signals that are refracted off the ionosphere. Damboldt is considered valid for frequencies between 2 MHz and 50 MHz, and does not require many sample points in VOI. Damboldt is terrain-independent and can be applied over land and/or water. HF skywaves may be detected under the right conditions at distances exceeding several thousand miles.

GRWAVE: The ground wave model GRWAVE is independent of terrain and is used to predict HF LOS propagation for frequencies between 2 MHz and 50 MHz. HF ground waves are not likely to be detected beyond 100 miles, although HF skywaves may be detected at ranges exceeding 1000 miles.

TIREM: The Terrain Integrated Rough Earth Model (TIREM) incorporates terrain effects and is applicable from 2 MHz to 20 GHz. TIREM also returns a mode parameter to indicate whether the strongest signal is LOS, diffracted, or troposcatter.

FFACTR: FFACTR is recommended for frequencies above 100 MHz and below 20 GHz for paths only over water. The FFACTR model (F Propagation Factor) is not an acronym, but a variable name within the EREPS program.

RPO: Radio Physical Optics (RPO) is applied in the same situations as FFACTR. RPO uses different techniques and may produce better results if ducts are present. As one of the early users of RFMP, we can only recommend that you gain experience with FFACTR and RPO and reach some conclusion as to which one produces better results for your operating environment.

VTRPE: Variable Terrain Radio Parabolic Equation (VTRPE) is used within RFMP to predict performance for frequencies between 100 MHz and 20 GHz. VTRPE is dependent on terrain data and will also approximate propagation through ducts over both land and water. VTRPE is a computationally intensive model and VTRPE analyses may take longer than analyses with other models. The new enhanced VTRPE model functions over land with barium salt in the atmosphere as the facilitating medium to generate ground radar imaging and satellite imaging data, converted to television display images.

Examples of two propagation slices generated against the San Diego scene are shown, one for clear day atmospherics — (, and the other representing ducting conditions — (, based on measured refractivity profiles, resulting in significant focussing of radar power in certain overland regions, and creating significant gaps in radar coverage near land.

Military projects are associated through the mixture of barium salt in the lower atmosphere. The main purpose of the mixture of barium salt aerosol in the atmosphere is for the functioning of the most secretive project, the refinement and operation of the Radio Frequency mission Planner/Variable Terrain Refractivity Parabolic Equation, RFMP/VTRPE, computer propagation program for the United States Navy. Weather control also utilizes barium salt in the atmosphere to accomplish its goals. The projects are under the heading and associated with the term Advanced Radar Studies.


Barium salt “chemtrails” can be used to create an artificial ducting path at altitudes needed for communications from the command and control area to the battlefield operations area. Radio waves (voice, data and radar) follow this artificial path in both directions for a maximized communications path. Barium salt is the atmospheric medium used with the enhanced Variable Terrain Refractivity Parabolic Equation (VTRPE) propagation program, part of the Radio Frequency Mission Planner (RFMP.) Weather information (environmental input data) is fed to the “weather model” computer program, connected to the VTRPE computer propagation model program. Barium salt is an atmospheric medium used for both the HAARP associated RF, weather control and RFMP/VTRPE propagation programs.

Interactive DataWall display for one or more military and civilian commands to view and oversee the warfare
battlespace, around the world in real-time.

The increasingly complex battlefield environment drives the requirement for the presentation and interactive control of an endless stream of information arriving from a diverse collection of sensors deployed on a variety of platforms. At best, the situational awareness picture is fragmented without the benefit of extensive data fusion and correlation to present a true picture of the battlespace from all information sources. Collaboration and interaction is also needed for operators within a control center and among remote geographic locations. The need to display and manipulate real-time multimedia data in a battlefield operations control center is critical to the Joint Commander directing air, land, naval and space assets.

The Interactive DataWall being developed by the Advanced Displays and Intelligent Interfaces (ADII) technology team of the Information Directorate of the Air Force Research Laboratory (AFRL/IF) in Rome, New York is a strong contender for solving the information management problems facing the 21st century military commander. Commercial off-the-shelf technology has been combined with specialized hardware and software developed in-house to provide a unique capability for multimedia data display and control. The system features speaker-independent voice activation and a wireless pointing device using camera tracked laser pointers. This pointing system utilizes custom hardware and software developed by AFRL/IF. It provides both conventional computer mouse functionality and electronic grease pencil capability to interact with a high-resolution display. Three horizontally tiled video projectors each display 1280 x 1024 pixels for a combined resolution of 3840 x 1024 pixels across a 12' x 3' screen area. Examples of data display elements include detailed terrain, land route maps, real-time audio/video communications, airborne surveillance and intelligence information, archived geographic database information, and modeling and simulation capability for sortie generation exercises.

AFRL/IF has successfully implemented a number of Interactive DataWalls each consisting of three horizontally tiled video projectors. They include SGI-based and Sun-based configurations. They all have the same wireless interaction capabilities.

To support the testbed for the forward deployable element of the Configurable Aerospace Command and Control (CACC) Integrated Technology Thrust Program (ITTP), a Sun workstation based Deployable Interactive DataWall (DID) with a 9' x 2 1/4' screen was developed. It is housed in an extensively modified Air Force S-530 A/G Standard Rigid Walled shelter, with its own Tactical Generator Set and Environmental Control Unit. Due to the unique, short-throw, rear-projection requirements, three LCD projectors with special short-throw lenses are used.

Near term plans for the Interactive DataWall include testbed installations at the ACC Command and Control Battlelab located at Hurlburt Field, FL and the AFRL Human Effectiveness Directorate (HE) at Wright-Patterson AFB, OH. Multiple copies of the laser pointer tracking hardware are being built to support both current and future DataWall installations.

Future research plans for the Interactive DataWall technology include the incorporation of a magnetic position tracking system to replace the laser pointer tracking. This will simplify the configuration by eliminating the video cameras and potentially allow multiple simultaneous pointers. Multiple user speech input is being investigated for the possibility of simultaneous speech activation by different DataWall operators. Collaboration of data and operator interactions at physically separated DataWall command centers is also being researched.

A PC-based Interactive DataWall is being investigated as a low-cost alternative to Unix workstation-based systems that have been developed. A transportable version of the DataWall is also being researched that can be disassembled, transported, and reassembled in a short period of time for indoor use.

There is great concern among the scientific community that the ozone layer has been very seriously damaged. We believe the reason for the damage has not yet been mentioned or addressed. Ongoing study of this problem by individual researchers is eliciting concrete evidence that, at the very least, the atmospheric chemistry and circulation of the earth’s atmosphere have been disrupted. There is a growing body of evidence to justify concern that there are serious problems with our atmospheric chemistry and our protective ozone layer above the earth. There is growing evidence that aerosol aluminum compounds are being systematically released at higher altitudes above 30,000 feet, and is directly related to the ozone problem. There is growing evidence that instances of ultra violet radiation caused skin cancer will increase. The consequences are sobering to consider. Aluminum compound is being discharged by aircraft at higher altitudes, in a separate project, for filtering and reflecting radiation, including ultra violet, from the sun. Polymer fibers are being found in various locations subsequent to observed incidence of aerosol discharge by subsonic aircraft. Research and development of polymer fibers is identified and described in Defense Advanced Research Projects Agency, DARPA, documents. Other polymer fiber types are mentioned in other government and military documents.

It is believed that barium salt, polymer fibers, and other chemicals in the atmosphere are the chemicals and physical irritants that are either directly or indirectly responsible, for the recent nationwide epidemic increase in cases of nose bleed, asthma, allergies, and upper respiratory symptoms including pneumonia. Chemicals illegally sprayed into the atmosphere are producing atmospheric and ground conditions detrimental to human and animal health but favorable to the growth of harmful molds and fungus. These conditions are not conducive to good health. The soluble salts of barium, an alkaline earth metal, are toxic in mammalian systems. They are absorbed rapidly from the gastrointestinal tract and are deposited in the muscles, lungs, and bone. No case data is available from the medical community on the long term effects of barium in the human body. Barium salt in the atmosphere is used for weather control and the Radio Frequency Mission Planner, radio wave propagation, and ducting used in battlefield warfare.


It is better to call them “filaments” rather than “fibers” because they are distinctly not fibrous under a microscope. They look translucent, flattened, and as if they have been extruded, not woven. They have barbs (thorn-like protrusions) every so often as if the designer or manufacturer wanted them to stick one to another or to something else.

This photograph was made at night, against what looked like a clear sky, using a 1,000,000 candle-power light pointed at the sky. The negative is also presented here for comparison.


1) Long, “invisible” under normal circumstances, micro-filaments (1/4-1/2" long, 1/3 diameter of human hair) that glow bright blue under ultra-violet light. These are very responsive to a human fingertip. Could be reacting to the micro air currents or could be electro-active.

2) Short, “invisible” under normal circumstances, micro-filaments (1/2-1 mm long, 1/3 diameter of human hair) that glow bright blue under ultra-violet light. Could perhaps be fragments of #1.

3) Short, “invisible” under normal circumstances, micro-filaments (1/2-1 mm long, 1/3 diameter of human hair) that glow bright orange under ultra-violet light.

4) Short bi-colored, “invisible” under normal circumstances, micro-filaments (1/2-1 mm long, 1/3 diameter of human hair) that glow different colors under ultra-violet light. Part may be orange, part may be blue, or blue and green.

5) “Web” strands that are similar to those seen coming out of the sky in 8'-40' (?) lengths. Pieces of this material becomes non-visible as soon as they leave the sun’s direct coronal area, they are impossible to catch directly, so must be found draped on bushes, cars, etc.


In the broadest sense, weather modification can be divided into two major categories: suppression and intensification of weather patterns. In extreme cases, it might involve the creation of completely new weather patterns, attenuation or control of severe storms, or even alteration of global climate on a far-reaching and/or long-lasting scale. In the mildest and least controversial cases it may consist of inducing or suppressing precipitation, clouds, or fog for short times over a region.

Other low-intensity applications might include the alteration and/or use of near space as a medium to enhance communications, disrupt active or passive sensing, or other purposes. The primary areas discussed include generation and dissipation of precipitation, clouds, and fog; modification of localized storm systems; and the use of the ionosphere and near space for space control and communications dominance.

Propagation models, which are complicated mathematical functions, perform the work of propagation calculations. Models come in two basic types, point-to-point models and radial models. Point-to-point models calculate a single propagation value between an origination point and a termination point. Radial models calculate along a line from the origination point to a termination point. HAARP associated weather control can operate independently as a force entity or work in concert with the Radio Frequency Mission Planner, RFMP/VTRPE effort.

Vast armies are no longer needed; new computerized virtual warfare technology has been developed, refined and applied.

Just what exactly are those mysterious airplane vapor trails seen filling America's skies? A group of independent investigators may have the answer.

In a series of high-tech programs that would enthrall the most dedicated science fiction fans, the military is producing what have become known as “chemtrails” — the thick, viscous airplane engine trails that have been poisoning the air and ground with toxic chemicals.

For two years, The SPOTLIGHT has been in contact with experts in fields ranging from medicine to nuclear energy who have been investigating the mysterious trails left by airplanes in skies all over America and in many foreign countries.

These “tracks” in the skies, believed to be left by a combination of military and civilian aircraft drawn into the massive, multi-billion dollar program, are unlike regular high-flying aircraft’s vapor trails. Instead of dissipating rapidly, these so-called “chemtrails” mesh together for hours and are often mistaken for natural clouds.

The principal chemical being deposited in the air consists of various mixtures of barium salts, which were revealed in studies undertaken by a Pennsylvania-based high-tech weapons scientist.

Chemicals, he said, were being utilized as part of the development of a new radar system at Wright-Patterson Air Force Base in Dayton, Ohio.

The base will be the site of a massive demonstration on Saturday, June 23, starting at 1 p.m. under the sponsorship of Ohio Citizens Against Chemtrails, headed by Kim Weber, one of the citizens working on the chemtrail investigation.

The rally will be attended by hundreds of people from across the nation who are concerned about these poisons being dumped out of the sky onto millions of people on the ground.

Considerable effort has been put into chemtrail research by a physicist who has been associated with Brookhaven National Laboratory on Long Island, N.Y. The scientist, with his fellow researchers, has determined that the chemtrails are being created by efforts of the military in at least four major, but separate, projects.

The first project is an effort to block the rays of the sun from hitting the Earth, including ultra-violet radiation that will come through without an adequate layer of ozone in the upper regions above the Earth.

In the event of global warming, this, it is hoped, could lower temperatures on the surface of the Earth and block ultra-violet radiation from causing skin cancer in humans.

The aerosol being sprayed in this case is probably aluminum oxide or a compound that would have similar properties, and is the only one of the government programs that does not use the barium mixtures.


The second and most secret project is the Navy’s Radio Frequency Mission Planner (RFMP) program, which is a system encompassing a group of computer programs.

One of its supporting subprograms is known as Variable Terrain Radio Parabolic Equation or VTRPE. This is a computer radio frequency propagation program that deals with radio waves and enables the RFMP system to visually see the terrain of a battlefield in three dimensions on a television-type screen.

The RFMP system also depends on satellites to supplement the images of a battlefield picture obtained from the ground, thus producing the 3-dimensional images.

In providing an interactive picture portraying in the radar screen, the RFMP system allows the computer operator to develop familiarity with the “environment” before a war mission occurs by playing a variety of “what if?” virtual warfare scenarios on his computer screen. Since all major modes of radio frequency propagation are modeled in his computer (the RFMP system), special, sometimes counter-intuitive, cases can be examined in detail and exploited during a battle.

Initially, the VTRPE computer program only worked accurately over water and along coastal areas but not over land masses because the system’s radar waves required an atmospheric condition known as “ducting,” over land, to operate accurately.

This “ducting” problem was solved by releasing an aerosol, a mixture of barium salts into the atmosphere over the United States. Thus, they can make an atmospheric radio frequency “duct” with a base of barium aerosol released from aircraft.

One of the researchers, the physicist from Brookhaven, explained how the process works: The chemical and electrical characteristics of the mixture cause moisture to stay in the clouds. The aerosol sets up an electrical and chemical environment that supports RF ducting for the RFMP/VTRPE warfare system.

“The mixture of barium salt from the aerosol when sprayed in a straight line will also provide a ducting path from point A to point B and will enable high frequency communications along that path, even over the curvature of the Earth, in both directions,” he said. “Enemy high frequency communications can be monitored easier with the straight line A to B ducting medium.”

The third project also utilizes the mixture of barium salts in the atmosphere and involves weather control. It is a project of the Air Force and utilizes concepts of radio frequency radiation, developed originally by legendary scientist Nikola Tesla, against the ionosphere above the Earth.

Known as the so-called HAARP project, it is manipulating life-support systems in the environment, testing and altering them for military advantage.

Air Force documents, obtained by the independent researchers, indicate that “the risks are high but the rewards are worth it.”

The mixture of barium salts, supporting moisture, is administered along the weather fronts and manipulated in a controlled fashion.

It is believed that microwave energy is also utilized in the weather control program. Weather data is also a required input to the VTRPE program of the RFMP system.

Perfect weather control technology will enable the military to withhold rain, cause floods, cause drought, cause storms, withhold sunshine, damage food crops, and bring any country to its knees without firing a shot.

The fourth atmospheric project is being run by the Defense Advanced Research Projects Agency (DARPA) as a means to detect and decontaminate enemy biological attacks.

The program also utilizes a mixture of barium salts as the base vehicle in aerosol, along with special polymer fibers. The combination allows detection of biological agents.

Some biological agents have actually been released into the atmosphere in trials, testing the detection and decontamination systems.

It is believed that barium salt, polymer fibers and other chemicals in the atmosphere are the physical irritants that may be directly or indirectly responsible for unexplained nose bleeds, asthma, allergies, pneumonia, upper respiratory ailments and arthritis-like symptoms.

Chemicals sprayed into the atmosphere are producing air and ground conditions that may be harmful to humans and animals, while stimulating the growth of molds and bacteria.

Barium salts, an Earth metal, are toxins that absorb readily into the gastrointestinal tract which are deposited into muscles and other tissue. No case data is available on the long-term effects of barium in humans.

“The programs remain secret because the Environmental Protection Agency and state environmental agencies need to ‘not know’ about the by-products of the metabolites of these biological, illegal and harmful agents,” said one of the researchers. “It’s for that reason the combined projects have been kept secret from the citizens.”

Three-dimensional radar systems, such as the Navy’s top secret Variable Terrain Radio Parabolic Equation (VTRPE) program, which visualize the terrain of a battlefield on a television-type screen, are being developed through spreading chemtrails across the nation’s skies and are being field tested in the military exercises across the country.

The latest, which the Pentagon is calling “Joint Patriot 01,” is under way at Fort Drum, a military base outside of Watertown, N.Y. Exercises will run through June 30.

Centered at Fort Drum, the home of the Army’s elite 10th Mountain Division, the military is also utilizing facilities at Combat Readiness Training Centers at Volk Field, Wisc., Alpena, Mich., and Utah's Dugway Proving Grounds.

“Concurrently, the exercise permits testing of advanced command and control technology developed by the Air Force Research Laboratory, Rome, N.Y., research site,” a Pentagon spokesman said. “Numerous technologies will be field tested, including command and control systems, dynamic planning and targeting systems, sensor systems, and specialized next-generation communications systems.”

The Air Force Research Laboratory at Rome, located in Central New York about 75 miles from Fort Drum, used to be part of Griffiss Air Force Base, a Strategic Air Command B-52 bomber base.

In 1982, the air base was closed down and the top secret laboratory was the only Air Force facility retained. The lab was enhanced and its mission scope increased. Little is known about what goes on there, but it is known that the scientists there are developing military technology involving lasers.

In the mid-1990s, a local sensation was created in the vicinity of Rome when numerous residents reported seeing bizarre “balls of light” traveling at treetop level. Many believed the phenomena were created at the Air Force laboratory.

The Pentagon claims that the maneuvers at Fort Drum are “a war-fighting capability training exercise for more than 6,000 Air and Army National Guard members and elements from the Army, Air Force, Navy and Marine Corps, and allied reserve forces from Britain and the Netherlands.”

In a similar drill, not reported in the media, 26,000 military personnel on March 20 took part in a massive exercise, which involved a Navy battle group headed by the aircraft carrier USS Enterprise 200 miles off the coast of North Carolina. In the drill, Eastern North Carolina was “enemy territory” and the VTRPE system was used to keep surveillance on it.

Exercises at Fort Drum and North Carolina may have been assisted by Air Force-induced weather changes.

Just as we do not have to jump 10 feet across the room to grab our next breath, neither do we have to worry about food, water and shelter because it has all been taken care of as we each co-create Kindoms/Kin-Domains for everyone. Now everybody and everything of the dream of life that is Kindom/Paradise is free (has been set free once again). The issue is greed and selfishness, power and control trips, arrogance, ignorance, being fed many many lies and being traumatised. The issue is not overpopulation - there is more than enough land available for every family to have a hectare (2.5 acres Kin-Domain) to care for. The land of Australia can provide a Kin-Domain for every family across Earth, each with a food forest, clean fresh drinking water and plenty of space for building natural do no harm habitats and with plenty of land left over.

Everyone must have the freedom to take full-responsibility for their lives, for the water they drink, the food they eat and for their shelter. Currently, "The System" forces everyone to give up taking full-responsibility so that we become grown up children accustomed to sucking on the nipples of "The System" corporations for everything, having to use money to get by and to follow the rules of money because we are not co-creating freedom, peace, truth, joy and abundance for each other. Money only leads to haves and have nots and all the abuse, manipulation and distractions that we are subjected to as slaves to money.

When we give up living for other's Kindom dreams, we start creating hell ("The System") all around us because we become self-centred - now it's all about "my freedom","my money", "my land", "my belief", "my saviour", "mine", "mine","mine", "i","i", "i", "own", "own", "own", etc. To protect what we claim we own requires a man-made system with FORCE to protect those self-centred claims. This is ALL trauma based and all story-telling (brainwashing/braindirtying).

Our true freedom comes when we set our thoughts of freedom into motion so that we live freedom rather than just talking and thinking about it while we still slave for "The System". Kindom will not happen while we meditate for hours in the bush or do yoga retreats or wait for Jesus or follow the processes of the OPPT (One People's Public Trust now called One People). This is not freedom because we are not living freedom because we are living the story-telling of Jesus or Zeitgeist or The Secret or Thrive or One Earth/Consciousness/People.

Living Kindom is very, very hard work as we set about repairing the damage to MAN/Earth/Nature that we are ALL responsible for but the burden becomes lighter the more of us put our life-energy into the dream of returning Earth to Paradise. Day-after-day, we all have to work our arses off until Kindom is all around us (MAN) once again. This is the price we pay to set each other free on a piece of land (Kin-Domain), so that no one is under the image-power (education/brainwashing/story-telling) of another MAN anymore and so that everyone can have their space of love to create and live their unique, do no harm dreams. This only happens once we have the Kindoms set up so that everyone is provided for.

Once we re-create the food forests, whether on land or in the suburbs, we can re-claim our freedom, breaking the strangle-hold of "The System" because we are no longer reliant on its services and benefits and no longer turning each other into slaves of "The System", cogs in the wheels of "The System" machine. If we don't put the effort in to set everyone and everything free all around us then we still live in HELL ("The System"). The key is to live for everyone else's freedom so that we can have it too.

Peaceful Transition Through Sacrifice And Service

We feel there is an essential peaceful do no harm transition required to get all of MAN back to standing on MANS feet without reliance upon another MAN for water, food, shelter. As it stands everyone in "The System" are highly dependent and reliant on the "group mind-set" that forms "The System" of slaves providing services and benefits for the emotionally addicted slaves to "The System" (and you can put us in the same basket too). The transition is to get MAN back to relying ONLY on nature without 3rd party interlopers, intermeddlers, interceders getting in the way. The transition is a team effort with the foresight for setting all of MAN free down-the-line so that MAN is no longer dependent on slaves and masters providing services, benefits, privileges and exclusivity while being bound to contracts, rituals, procedures, conditions, rules & regulations which compromises MAN severely.

This transition is all about shifting from limited liability/responsibility to full liability/responsibility. This full responsibility is all about caring for our health, nature all around us, clean uncorrupted (pure) water and food, partner/co-creator, children, shelter, animal-friends in partnership, etc. In "The System", we are already together destroying each other - we have to come together to create peace together so that we can all have peace. We cannot live peacefully when we are islands, not taking full responsibility for the lives of those around us until EVERYONE can take full responsibility for their life, which means that EVERYONE is healed of system trauma. In "The System", we all come together to make slaves of each other - now is the moment to come together to set each other free, to live for each other's freedom, peace, joy and abundance. Once we have set each other free, we are free.

The Cristian family supports and promotes the remedy that brings an everlasting peace, freedom, truth, joy, abundance and do no harm for all of life without causing loss of uniqueness or the need for having slaves and rulers. We are not into following the one in front or being shepherds for sheeple. Most importantly, we take full-responsibility for everything we think, feel and do.

We are turning the Love for Life Quick User Guide into a blog of all the main insights of our work since March 2005, whether through articles, videos, podcasts or discussions/debates.

As we do not have the time to compile everything we have written into a book, as many have suggested we do, compiling all our most important work into one area of the website is a way of providing easy access to this work so those interested are able to fully comprehend the big picture.

We plan to have the videos completed by December 31st 2012. Once this is behind us, our intention is to create a 2 hour or so video covering the body of this work. No Freedom Of Speech - No Freedom Of Thought

Love For Life does not support harm doing in any shape or form. However, we are supporters of free speech and post articles, documentaries, etc, that represent a wide cross section of ideas. See the Love For Life extensive research library where over 6000 documents, articles and videos are posted: We clearly see the evidence of the destruction to MAN and the earth that has been caused by ALL religions over the centuries and are therefore not supporters of religions, cults, sects or any group that demands conformity of thought, speech or action, or has rules, regulations or rituals that must be followed. Religions, nationalities and cultural "identities" are formed as a result of the brainwashing we receive from childhood. They are part of the tactics the Establishment uses to keep us all divided from one another and fighting one another.

All religions promote discrimination and division, leading to hatred and even violence and murder. None of them have yet to produce a remedy to all the suffering, poverty, unhappiness and discrimination in the world. If any religion truly had the remedy to all the suffering on earth, there would no longer be any suffering. What have Christianity, Islam, Buddhism, Hinduism, Judaism, atheism and the New Age done to end the suffering in the world?

Since December 2006, there have been many attempts to take down the Love For Life website. Any attempts have been thwarted by Love For Life supporters inundating the harm-doers with emails, etc, objecting to them taking down the website for a variety of reasons. The trouble makers usually back off when they realise that they can post all their views, arguments, beliefs, etc, in the Love For Life website without censorship or restriction imposed. They get to see that even the Queen, Pope, Prime Minister, President of America, etc, can post all their views without hindrance or sabotage and that we support freedom of speech/thought which means we support the right of all sides to express their views.

Of note, there is a vast amount of information posted in the Love For Life website which we do not agree with but we leave it all up because we refuse to be biased, opinionated or self-centered/self-serving. Of the many thousands of comments posted over the years we have only removed posts containing secret links to commercial advertisements, terrible foul language, threats of violence and death, etc, and attacks on other people's characters that avoid the subject/debate at hand. Besides links to advertisements, we have taken down less than six comments due to the above. We usually leave everything up, all warts and all, even those posts threatening to do terrible things to Fiona, our children, our dogs, our friends, family & supporters, etc.

The Love For Life website has information from all sides on many subjects, whether about Islam, Judaism, Christianity, Law, health, psychology, mind control, vaccination, aspartame, MSG, Chemtrails etc. There are over 11,000 articles, documentaries etc on the website and they are so diverse that we are sure that everyone would be able to find something they loved and something they hated, if they took the time to search. If we removed all the articles hated by everyone, there would probably be nothing left! We are not anti anyone but freedom of speech is freedom of speech and no one should condemn the work of another without taking the time to research the subject themselves. Yes, there are articles by those who have a less-than-rosy-viewpoint of Judaism, but there are also articles on the dark side of Tibetan Buddhism (and it is very dark) for those who are interested in the truth: Tibet - Buddhism - Dalai Lama: Should the authors of these articles be abused and imprisoned for daring to challenge the widely conceived reputation of Buddhism as being the religion of peace and love and that of the Dalai Lama as a saint, or should those interested be allowed to study the work and come to their own conclusions? The same applies to all the articles, documentaries, etc, about Christianity, Islam, Freemasonry, New World Order, etc.

The Love for Life website also shows how the Rule of Law, the Bar, the Government, the Monarchy, the system of commerce, the local, national and multi/trans-national private corporations, all the courses and careers on offer from our universities, all the educators, scientists, academics and experts, the aristocrats and the Establishment bloodlines have also done NOTHING to end the suffering in the world. The website maps the insanity of a world where there is no help for those in need, just as there was no help available for us when we were victims of terrible bank fraud: "NSW Supreme Court Case - Macquarie Bank/Perpetual Limited vs Fiona Cristian - Victims Of Bank Fraud Condoned By Judges" (orchestrated, condoned and protected by an international crime syndicate/terrorist organisation of judges, barristers, registrars, lawyers, politicians, banksters, big business representatives, media moguls and other lackeys who, all together, put up a wall of silence despite our trying many, many avenues. After the family home was stolen and business destroyed we were left close to poverty and destitution caring for 4 young daughters. Three years later not much has changed regardless of all our efforts. Where were all the followers of all the religions to help us? Or do we have to be members of those religions to receive help from others involved in them?

The New South Wales Jewish Board of Deputies accused us of being anti - Jewish, see: and because we had posted an excerpt from James von Brun's book: Kill the Best Gentiles: in which he blames Jews for the problems of the world. Obviously this is not our view because of what we have stated above. We do not hate anyone, whatever religion they follow. We are always open to talk to any religious leader or politician and meet with any judge, member of the Bar, experts, academics, educators etc to share the remedy we offer that heals all the divisions between MAN and MAN, and MAN and the EARTH.

Today, a representative of the New South Wales Jewish Board of Deputies is threatening to close the website down, because they have decided it is anti - Jewish and that we promote racism. What has the New South Wales Jewish Board of Deputies done to end the suffering in the world? Can they show that they are concerned with the suffering of ALL men, women and children AND ARE SEEN TO BE DOING SOMETHING ABOUT IT or are they only concerned with Jewish affairs? If so, they, along with all the other religions that only care for their own, are part of the problem, not part of the solution. The man who rang Arthur today was only concerned with Jewish affairs; he was not interested in our intentions or in anybody else, just as most Christians, Muslims, Sikhs, Catholics, etc, are only interested in their own. While we separate ourselves into groups, dividing ourselves from others with rules, regulations, rituals, procedures and conditions, we will never solve our problems.

No matter what we in the Western World Civilisation of Commerce have been promised by our politicians, religious leaders, scientists, educators, philosophers, etc, for the past two hundred years, all we have seen is ever-increasing destruction of men, women and children and the earth. None of the so-called experts and leaders we have been taught to rely on are coming up with a solution and none of them are taking full-responsibility for the fact that they can't handle the problem. All religious books talk about end times full of destruction and suffering but why do we have to follow this program when there is an alternative to hatred, mayhem and death? Why are our leaders following the program of destruction and death rather than exploring the alternatives? It seems that any mainstream politician, priest or academic are only interested in supporting the RULES OF THE DIVIDE, that maintain the haves and the have nots. For 200+ years, 99% of the world population have been so trained to pass on their responsibility for themselves, others and the earth, that the 1% of the population that make up the leaders of the rest of us are making all the decisions leading to the destruction of all of us and the earth. Let's not forget the education system that brainwashes the 99% of the population that we are free and have equal rights while, in fact, we are feathering the nests of those at the top.

At the root of all our problems is self-centredness, an unwillingness nurtured by the Establishment that keeps us concerned only with our own needs rather than the needs of others around us and the Earth. Instead of creating and releasing acts of love for those around us as gifts to benefit them and the earth, we take, take and take, until there is nothing left. The whole point of the Love for Life website is to show people the root of all our problems and to share the remedy. The extensive research library is there to attract browsers and to provide access to information not available through mainstream channels. If the New South Wales Jewish Board of Deputies can, after careful examination of our work, prove that anything we are saying is wrong, we will be happy to accept their proof. If they cannot, and they are still insistent on closing the website down, they will be showing themselves to be traitors to MAN because they are not interested in pursuing any avenue that can end the suffering in the world.

All religions, corporations and organisations that support and maintain the Western World Civilisation of Commerce are part of the problem because our civilisation is a world of haves and have nots, racism, violence, hatred, poverty, sickness, discrimination, abuse, starvation, homelessness, corruption, collusion, vindictiveness, social unrest, arrogance, ignorance, fear, war and chaos. While we support civilisation, we support death and destruction because ALL civilisations that have ever existed are apocalyptic by design.

The Love For Life website is offered for free without a fee and without any conditions attached. If people are inspired to donate money, then we accept their gift and have provided an avenue for them to support the work we do through Fiona's Paypal or ANZ bank account There is no obligation whatsoever to donate and all are equally welcome to our work and to our "time", whether they donate or not. Over the last 9 years, all the Love For Life work has been put out for free and it has often been donations from supporters that have enabled us to renew the domain name, etc, to keep the website going. While some complain that we have an avenue for donations, others complained when we didn't! Either use it or don't - the choice is yours.

Since Love For Life started March 2005 and website December 2006, Arthur has worked 16 hours a day, 7 days a week unpaid for much of this period, putting together the website and sharing insights to wake people up to what has been done to them, whether through the 11,500+ individual articles, videos, podcasts, debates, discussions, pdf's, research documents, etc, found amongst the 8,500+ posts, as well as helping many, many men and women over the phone, and through email, website correspondence, Facebook and YouTube, and creating the Love For Life food forest vege garden and Love For Life music recording studio. This is our life is a gift commitment to serve MAN/Nature/Earth but we are still severely compromised by "The System" and still have to give to Caesar what is claimed to belong to Caesar, which is where the donations help us.
